More than a year after the State Council issued "Made in China 2025," over 20 State Council ministries and commissions have joined forces to compile a detailed "framework" for refining and implementing this "action plan for building a manufacturing powerhouse."
"The compilation of the '1+X' planning system for 'Made in China 2025,' launched by the National Manufacturing Powerhouse Construction Leading Group, was fully completed recently, and all 11 supporting implementation guidelines have been issued and put into practice," a relevant official from the Ministry of Industry and Information Technology revealed recently.
The National Manufacturing Powerhouse Construction Leading Group is headed by Vice Premier Ma Kai, with over 20 State Council ministries and commissions participating. In the "1+X" planning system compiled by the leading group, "1" refers to "Made in China 2025," while "X" includes implementation guidelines for five major projects—the National Manufacturing Innovation Center, strong industrial foundations, smart manufacturing, green manufacturing, and high-end equipment innovation—two special action guidelines for developing service-oriented manufacturing and for quality and branding in the equipment manufacturing industry, and four development planning guidelines for new materials, the information industry, the pharmaceutical industry, and manufacturing talent.
"The purpose of compiling the '1+X' planning system is to strengthen government guidance, build industry consensus, pool social resources, focus on key areas, tackle difficulties, strive to break through the bottlenecks and shortcomings in manufacturing development, and seize the high ground in future competition," the official said.

The concept of "Made in China 2025" first entered public view through the 2015 Government Work Report. Li Keqiang proposed at the time that "we must implement 'Made in China 2025' and accelerate the shift from a major manufacturing country to a manufacturing powerhouse." In numerous subsequent meetings and activities, the Premier also consistently led by example, cheering on and "taking the stage" for Chinese manufacturing.
"Industrial manufacturing is an important pillar of the national economy and a 'pillar of the state' for achieving development and upgrading," Li Keqiang once stated explicitly. "We must vigorously implement 'Made in China 2025' and enhance the competitiveness of the real economy."
Against the backdrop of the global technological revolution, the Premier has not only led by example in "taking the stage" for Chinese manufacturing, but has also deployed and driven the transformation and upgrading of China's entire manufacturing sector, from technology to quality. Li Keqiang once summarized at a meeting that China is still in the process of industrialization and must never abandon manufacturing, but must drive the innovation and upgrading of traditional manufacturing through the new economy. "Internet Plus + mass entrepreneurship and innovation + Made in China 2025, combined with one another for industrial innovation, will give rise to a 'new industrial revolution.'"
During an inspection of the Dongfeng Commercial Vehicle heavy truck new plant, the Premier encouraged workers to carry forward the "craftsmanship spirit" and "use a 'quality revolution' to promote the overall upgrading of Chinese manufacturing." In fact, in this "1+X" planning system for "Made in China 2025," one of the special action guidelines is precisely the special action guideline for promoting quality and branding in the equipment manufacturing industry, which focuses on "consolidating the quality foundation."
A relevant department official stated that the 11 supporting implementation guidelines of "Made in China 2025" are not "mandatory" but "guiding," aimed at fully leveraging the decisive role of the market in resource allocation. Their specific implementation still requires extensive participation and joint efforts from governments at all levels, enterprises, research institutes, colleges and universities, financial institutions, and other relevant parties.
In an instruction at the end of last year, Li Keqiang emphasized the need to create a favorable environment for vigorously developing advanced manufacturing in areas such as market access, factor allocation, and cost reduction; to focus on closely integrating "Made in China 2025," "Internet Plus," and mass entrepreneurship and innovation; and at the same time to focus on carrying forward the entrepreneurial spirit and the craftsmanship spirit.
During an inspection at the grassroots level, he enthusiastically encouraged the head and workers of Han's Laser Technology Co., Ltd. in Shenzhen, Guangdong: "'Made in China 2025' has great promise—it will shine brilliantly in your hands!"
