On the 13th, the PPP (Public-Private Partnership) Center of the Ministry of Finance disclosed the latest quarterly report of the PPP comprehensive information platform project database. Data shows that as of the end of December 2016, there were 11,260 projects in the national database with total investment of 13.5 trillion yuan. Among them, 1,351 were signed and landed, with total investment of 2.2 trillion yuan, and the landing rate of projects in the national database rose to 31.6%. Compared with the landing rates of 19.6%, 21.7%, 23.8%, and 26.0% at the end of January, March, June, and September, both the number of landed projects and the landing rate rose steadily.

Ranked by the number of projects in the database, Guizhou, Shandong (including Qingdao), Xinjiang, Sichuan, and Inner Mongolia ranked in the top five, with 1,788, 1,087, 852, 848, and 828 projects respectively, accounting for 48.0% of the total number of projects in the database. Ranked by investment amount of projects in the database, Guizhou, Shandong (including Qingdao), Yunnan, Henan, and Sichuan ranked in the top five, with 1,603.4 billion yuan, 1,222.9 billion yuan, 1,030.2 billion yuan, 953.8 billion yuan, and 918.0 billion yuan respectively, accounting for 42.4% of the total investment of projects in the database.

In terms of national demonstration projects, according to statistics, there were 743 national demonstration projects with investment of 1.86 trillion yuan. Among them, the first batch in 2014 had 22 projects with investment of 70.9 billion yuan; the second batch in 2015 had 205 projects with investment of 626.7 billion yuan; and the third batch in 2016 had 516 projects with investment of 1.17 trillion yuan.

In October 2016, the third batch of demonstration projects was announced, and the number of projects and investment amount increased significantly compared with the previous two batches. Therefore, the number of demonstration projects and investment amounts at various stages changed considerably by the end of the year. Overall, at the end of December, the number of projects and investment amount in the identification stage decreased somewhat, while the number of projects and investment amount in the execution stage increased significantly. At the end of December, 363 demonstration projects had been signed and landed, an increase of 297 compared with the end of January; the investment amount of landed demonstration projects reached 938.0 billion yuan, an increase of 723.4 billion yuan compared with the end of January.

The landing rate of national demonstration projects was also higher than the national average for projects in the database. At the end of December 2016, the landing rate of demonstration projects was 49.7%. Overall, the landing rates of the first, second, and third batches of demonstration projects were 100%, 62.4%, and 42.9%, respectively.

Specifically, the first batch of demonstration projects covered 11 provinces and 4 sectors, the second batch covered 28 provinces and 16 sectors, and the third batch covered 30 provinces and 18 sectors. Shandong had 37 demonstration projects signed and landed, ranking first nationwide, followed by Henan with 31, Hebei with 26, Anhui with 21, and Yunnan with 20. Among the 363 landed demonstration projects, 180 were municipal engineering projects, accounting for 50%, and have remained firmly in first place since May; 37 were transportation projects, accounting for 10%; 30 were ecological construction and environmental protection projects, accounting for 8%; 21 were water conservancy construction projects, accounting for 6%; and education, medical care, and elderly care combined totaled 36 projects, accounting for 10%.

The quarterly report analysis noted that with the advancement of PPP work, the capacity and experience of relevant parties have improved, and the landing cycle has shown a shortening trend, with landing speed accelerating and landing efficiency improving.
