On January 16, the Founding Conference and First Member Representative Assembly of the Engineering Insurance and Guarantee Branch of the China Construction Industry Association was held in Beijing. Attendees included Zeng Xianxin, Deputy Director of the Department of Engineering Quality and Safety Supervision of the Ministry of Housing and Urban-Rural Development; Liao Yuping, Director of the Quality Division; Qi Xin, Director of the Bidding and Tendering Division of the Department of Building Market Supervision; Wu Tao, Vice President and Secretary-General of the China Construction Industry Association; and Deputy Secretaries-General Li Peng and Zhao Feng. More than 200 representatives from various enterprises and institutions attended the meeting. The meeting was chaired by Li Peng, Deputy Secretary-General of the China Construction Industry Association.

 At the meeting, Sheng Jinxi, head of the preparatory group for the Engineering Insurance and Guarantee Branch, reported on the preparatory work, and Wu Tao read out the document "Official Reply on Agreeing to Establish the Engineering Insurance and Guarantee Branch."

 Zeng Xianxin congratulated the convening of the founding conference of the Engineering Insurance and Guarantee Branch. He pointed out that the establishment of the Engineering Insurance and Guarantee Branch of the China Construction Industry Association marks a brand-new beginning for the integrated development of the construction industry and the insurance and guarantee industry, and also builds a smooth bridge and a brand-new platform connecting engineering and insurance, and government and enterprises. Zeng Xianxin expressed the hope that the Engineering Insurance and Guarantee Branch of the China Construction Industry Association, in accordance with the requirements of "providing services, reflecting demands, and regulating behavior," will give full play to its role as a bridge and bond, actively assume social responsibilities, and provide support for government decision-making, industry self-discipline, and enterprise development.

The assembly voted to adopt the "Working Measures of the Engineering Insurance and Guarantee Branch of the China Construction Industry Association" and the "Membership Fee Standards of the Engineering Insurance and Guarantee Branch of the China Construction Industry Association," and elected the principal leaders of the first council of the branch. Zhao Feng was elected president; Li Huimin, Wang Ni, Niu Xiaofeng, Yin Keding, Sun Haiyang, Zhang Jie, Li Qinshan, Wu Shouzhang, Hu Hongwei and other 9 people were elected vice presidents; Sheng Jinxi was elected secretary-general; and Jia Jing was elected deputy secretary-general.
　　 Finally, on behalf of the members of the first council, Zhao Feng thanked all members for their trust and support, and stated that he would strive to build the branch platform well, work together with the broad enterprises to conscientiously implement the Party and state policies on engineering insurance and guarantees, assist the government in formulating relevant policies and management rules, and actively participate in the compilation of standards and specifications related to engineering insurance and guarantees; conduct in-depth investigations and research and reflect industry demands to relevant government departments; establish and improve the industry self-discipline mechanism, regulate industry behavior, and maintain industry reputation; strengthen the branch's own development, continuously improve service capacity and level, and under the leadership of the China Construction Industry Association, unite closely, fulfill its mission, and contribute to promoting the integrated development of the construction industry and the insurance and guarantee industry.
