In 2017, Beijing plans to allocate 33.31 billion yuan (RMB, same below) to promote the coordinated development of the Beijing-Tianjin-Hebei region, with a focus on encouraging the relocation of administrative institutions and educational and medical resources, and accelerating the construction of the city's sub-center. Of this, about one-third, or 11.09 billion yuan, will be used to develop the Beijing-Tianjin-Hebei transportation network and build major projects such as the new Beijing airport, intercity railways, and expressways.
On January 14, the Beijing Municipal Finance Bureau submitted a report on the implementation of the 2016 budget and the 2017 budget (draft) of Beijing to the Fifth Session of the 14th Beijing Municipal People's Congress, which opened at that time.
According to the report, in 2017, Beijing plans to allocate 33.31 billion yuan. The main expenditure policies include ensuring the implementation of the package of policies in the "Beijing-Tianjin-Hebei Coordinated Development Plan Outline," encouraging the relocation of administrative institutions and educational and medical resources; promoting the implementation of the fund projects for the construction and development of the city's sub-center and accelerating the construction of the sub-center; and increasing support for the Hebei region and providing paired assistance to Xinjiang, Tibet, and other regions.
Of this amount, 11.09 billion yuan will be used to accelerate the development of the Beijing-Tianjin-Hebei transportation network and ensure the construction of major projects such as the new airport, the Beijing-Zhangjiakou and Beijing-Shenyang intercity railways, and the Beijing-Qinhuangdao and Yanqing-Chongli expressways.
At present, the main construction of the new Beijing airport has fully started. It is located between Daxing District of Beijing and Langfang City of Hebei Province. The new airport is positioned as a large international hub airport. By 2019, four runways—"three vertical and one horizontal"—will be completed. It is expected that by 2025, passenger throughput will reach 72 million and cargo and mail throughput will reach 2 million tons.
According to the "Plan for the Airport Economic Zone of the New Beijing Airport (2016-2020)" published in August 2016, the planned area of the new airport economic zone is about 150 square kilometers, of which 50 square kilometers are in Beijing and 100 square kilometers in Hebei. Beijing will cooperate with Hebei Province to jointly build the new airport economic zone and promote the deep integration and development of Beijing and Hebei. After completion, this area will become a functional carrier area for Beijing's role as an international exchange center, a national leading area for aviation science and technology innovation, and a demonstration area for the coordinated development of the Beijing-Tianjin-Hebei region.
