All construction projects in the city to be suspended before December 31

On the 19th, the reporter learned from the Weifang Housing and Urban-Rural Development Bureau that in order to deeply learn from the lessons of the particularly serious accident at the Jiangxi Fengcheng Power Plant on November 24, urge relevant enterprises in the city to earnestly implement measures for preventing collapses in building construction, and effectively prevent accidents, the municipal housing and construction system has launched a special inspection campaign for collapse prevention in construction projects across the city since early December. At the same time, in light of the city's actual conditions, to ensure the quality and safety of winter construction, all construction projects in the city will stop work before December 31.

The overall goal of this special inspection campaign is to strengthen safety management at construction sites, implement the safety management responsibilities of enterprises and practitioners, raise the awareness of practitioners to comply with laws and regulations, reduce systemic safety risks at construction sites, ensure that all dangerous sub-projects such as scaffolding, lifting machinery, and formwork support systems have construction plans and are organized and implemented according to the plans, curb relatively major accidents in building construction safety, and eliminate major and particularly major accidents.

The scope of rectification and implementation focus includes: the implementation of safety production responsibilities by construction units, construction companies, supervision units, steel pipe and fastener leasing units, and building lifting machinery leasing, installation, use, inspection and testing units; the certification and employment of main responsible persons of construction enterprises, project managers, and full-time safety production management personnel; the certification and employment of special operation personnel such as building lifting machinery operators, installation and dismantling workers, and scaffolders; the implementation of systems such as property rights filing, installation notification, inspection and testing, and installation acceptance for building lifting machinery; the implementation of systems such as material and foundation acceptance before the erection of formwork support systems, safety technical briefings, inspection and acceptance after erection, as well as concrete pouring procedures and on-site monitoring; the preparation, review, expert demonstration, and implementation of special safety construction plans for dangerous sub-projects such as the installation and dismantling of building lifting machinery and the erection and dismantling of scaffolding and formwork support systems; the promotion and application of advanced technologies such as safety monitoring systems for building lifting machinery and standardized, tool-type formwork support systems; and the implementation of special construction plans and approvals for deep foundation pit construction, as well as excavation and support of foundation pits.

This inspection campaign is tight in time, heavy in tasks, and wide in scope, and is divided into three stages: comprehensive investigation, self-inspection and self-correction, and strengthened inspection and supervision. Before December 15 is the self-inspection and self-correction stage, and from December 16 to the end of December is the strengthened inspection and supervision stage. The Municipal Housing and Urban-Rural Development Bureau will strengthen scheduling according to procedures, strictly hold accountable, and in inspections adhere to confronting real issues, leaving no blind spots, and not going through the motions. It requires the housing and construction departments of all counties, cities, districts, and municipal development zones, on the basis of self-inspection and self-correction by enterprises and projects, to conduct comprehensive inspections of enterprises and projects in their areas, immediately urge rectification of problems and hidden dangers found, expose those whose hidden dangers cannot be promptly investigated and rectified, and for major hidden dangers found, list them for supervision, publish them online, and consciously accept supervision by society and the public. At the same time, the Municipal Housing and Urban-Rural Development Bureau will organize forces to conduct overt and covert inspections of the work carried out in all counties, cities, districts, and municipal development zones, and report inspection results. In addition to listing major hidden dangers for supervision, enterprises and individuals with illegal and non-compliant behaviors will be punished at the upper limit.
