It is understood that a utility tunnel is a public tunnel built underground in cities for the centralized installation of municipal pipelines such as power, communications, radio and television, water supply, drainage, heating, and gas. The construction of urban underground utility tunnels can coordinate the planning, construction, and management of various municipal pipelines, solve problems such as repeated road excavation, dense overhead line networks, and frequent pipeline accidents, and help ensure urban safety, improve urban functions, and enhance the urban landscape.

Building underground utility tunnels can effectively solve the "road zipper" phenomenon. According to the requirements of the Implementation Opinions of the General Office of the Shandong Provincial People's Government on Implementing Document No. 61 [2015] of the General Office of the State Council to Advance the Construction of Urban Underground Utility Tunnels, by the end of 2020, Liaocheng and other cities should have built more than 30 kilometers of such tunnels and gradually increase the proportion of urban roads equipped with underground utility tunnels. Previously, the underground utility duct with a total length of more than 6,200 meters planned and built by Liaocheng during the protection and renovation of the ancient city received widespread praise from society.
