Facing the two major problems of "heavy rain causing disasters, light rain creating rivers" and "zipper roads", building "sponge cities" and "underground utility tunnels" are the remedies.
On the 3rd,the reporter learned the latest progress and future goals of these two tasks from the city's sponge city and underground utility tunnel construction promotion meeting.
By 2018no waterlogging from light rain, no urban flooding from heavy rain
The so-called "sponge city" vividly means that the city, like a sponge, can absorb and release water resources freely. Currently in Ningbo, "water pollution control", "urban waterlogging prevention" and "unconventional water resources utilization" have always been the three major shortcomings in building a sponge city.
Ningbo's urban rivers, lakes, ponds and other water system sponges are inherent, but under the current situation of hardened roads everywhere, how can new sponges such as gardens, green spaces, and permeable pavements be created?
According to the plan, Ningbo will comprehensively promote sponges in new urban areas, various parks, and contiguous development zones, and set near-term, mid-term and long-term phased goals based on actual conditions. In the near term by 2018, the effect of "no waterlogging from light rain, no urban flooding from heavy rain, no black and odorous water bodies, and alleviation of heat island effect" should be achieved; in the mid-term by 2020, more than 25% of the built-up area of the city is required to meet sponge city requirements; in the long term by 2030, this "sponge" proportion will be expanded to 80%.
In April this year, Ningbo was selected as one of the second batch of national sponge city construction pilot cities, and the central government also provided a subsidy of 400 million yuan per year. The first batch of special subsidy funds has been in place.
The Cicheng-Yaojiang area is the pilot area for Ningbo's sponge city construction. Within a total area of 30.95 square kilometers, 41 government-invested projects will start construction by the end of the year, and 31 have already started. The future requirements for it are: flood control standard of once in 100 years, waterlogging prevention of once in 50 years.
Underground utility tunnelsby 2020, length of no less than 50 kilometers
Layout of "one ring, seven areas, multiple nodes"
"Underground utility tunnel" refers to a public tunnel hidden under the road, used for centralized laying of municipal pipelines such as electricity, communications, and water supply, to avoid repeated excavation of the road surface when pipelines are built in the future.
It is reported that the task assigned to Ningbo by the Ministry of Housing and Urban-Rural Development this year is to start construction of 8 underground utility tunnel projects, located at Yunfei Road, Guangyuan Road, Shaodu Road in Jiangbei Yaojiang New City; Haichuan Avenue, Hangzhou Bay Avenue, Haibin 6th Road in Hangzhou Bay New Area; Xipu Road in Fenghua; and the 220kv connection line from Chengliang Substation to Baojia Substation in Yinzhou District. Among them, the Haibin 6th Road project has started, and the remaining 7 projects will also start by the end of the year.
How to build the "underground arteries"? It is reported that in new cities and new areas, underground and above-ground construction are required to be synchronized; in old urban areas and key development plots, it can only rely on road reconstruction, rail construction, shantytown transformation, and organic urban renewal.
The construction goals of underground utility tunnels are divided into near-term and mid-to-long-term stages. The current focus is to synchronize the construction of utility tunnels with projects such as Century Avenue, Huancheng North Road, Daqing North Road, the western extension of Huancheng South Road, and Yinxian Avenue, which will be newly built or reconstructed next year.
In the near term by the end of 2020, by promoting the central urban area to gradually form an overall layout of "one ring, seven areas, multiple nodes", with the urban expressway as the "one ring", and focusing on the northwest area, the north bank of Yongjiang River (Zhuangqiao Airport area), Eastern New City, Yinzhou New City, New Materials Technology City (Guisi area), Beilun Binjiang New City, and Meishan Business District. By then, the completed underground utility tunnel length will be no less than 50 kilometers, and the length under construction no less than 50 kilometers, of which each county (city) will have completed no less than 5 kilometers and under construction no less than 5 kilometers.
In the long term by 2030, the cumulative completed underground utility tunnel length will be no less than 150 kilometers.
