On the evening of October 26, 2016, the Lixiang Railway Project Department of CRCC 21st Bureau Group held a general staff meeting, at which Senior Survey Engineer Zhou Chengxing of Rig Team No. 1, commended for his multi-skill competence, was formally praised in a circular notice and awarded a bonus of 5,000 yuan.
Zhou Chengxing joined the army in 1981 and served as a switchman and train formation clerk. After the military-to-civilian conversion in 1984, he took up survey work. With more than 30 years of surveying experience, he has trained 13 apprentices, 9 of whom have successively become survey team leaders and technical supervisors on projects, and some have even become department leaders in companies and the group company. Yet Zhou Chengxing remains steadfast at the grassroots survey post. Regardless of wind or rain, day or night, whenever the site needs him, Zhou Chengxing always heads to the site without complaint, diligently working every day on roadbeds, in tunnels, and up bridge piers.
Because the project department's 21.52-kilometer front is long with many scattered points, and centerline surveying and construction setting-out surveys are the foundation for guiding construction, the 7 subordinate rig teams often face a shortage of survey personnel. To ensure normal construction for each rig team, project department leaders frequently coordinated Zhou Chengxing to guide or assist surveying in other rig teams, which made Zhou Chengxing even busier.
In fact, at Rig Team No. 1, Zhou Chengxing is not only responsible for surveying but also for surrounding rock measurement and advanced geological forecasting for Wenbi Mountain No. 1 Tunnel. Because the tunnel is dominated by expansive soil, calcareous mudstone, mudstone with gravel, and weak surrounding rock, it is a high-risk tunnel. During excavation, a row of 5 to 7 surrounding rock observation points must be set every 5 meters, and surrounding rock convergence values must be observed every 4 hours. This work seems simple but actually involves a heavy workload and great responsibility, because the surrounding rock observation data directly relate to adjustments in the construction plan when the surrounding rock changes and to the safety and quality of tunnel excavation and initial support. The accuracy of every observation data set must be ensured.
Advanced geological forecasting is forward-looking work that ensures construction safety. During advanced detection, once geological changes, seepage, water inflow, faults, karst caves, or other adverse structures are found within 30 meters ahead of the excavation face, the on-site technical supervisor, the project department engineering department, and the chief engineer must be informed promptly so that risk avoidance measures can be quickly taken and the construction plan adjusted. Originally, such work should have been done by technical personnel, and Zhou Chengxing's main job was surveying. However, the rig team had many construction tasks and the technical personnel simply could not handle them all, so Zhou Chengxing voluntarily took on this work. Fortunately, Zhou Chengxing often says, “I am a veteran with political awareness and should do a little more than others,” and he always willingly accepts assignments from leaders and happily and conscientiously does every job well.
During the nearly two years Zhou Chengxing served as survey team leader at Rig Team No. 1, whether for roadbed, bridge and culvert, or tunnel surveying, he never affected construction. Even the additional surrounding rock measurement and advanced geological forecasting he was responsible for never had any errors. Recently, leaders from the Kunming Railway Bureau and the Western Yunnan Railway Construction Command specifically inspected the survey records, surrounding rock measurement records, and advanced geological forecasting materials for which Zhou Chengxing was responsible during a major quality inspection. They were very satisfied with the inspection results and told the project department leaders accompanying the inspection: “A comrade who works so conscientiously should be praised and rewarded. Such standardized, detailed, and clear record materials can be considered a new contribution. We will also use such standards as a model and promote them to other sections for everyone to learn from.”
When experts from the Kunming Railway Bureau asked Zhou Chengxing how he could make these materials so standardized, he smiled sheepishly and said: “I just feel that as a veteran, I must have a sense of responsibility. Whether it is surveying, advanced forecasting, or surrounding rock measurement, I record and organize materials to my own satisfaction at any time, and I cannot let the project lose face.”
Zhou Chengxing's deeds quickly spread through the Lixiang Railway Project Department of CRCC 21st Bureau Group and also quickly spread along the entire LijiangtoShangri-La railway line. He not only became a role model for the project department's staff to learn from but also a model for the entire Lixiang Railway construction. To commend Comrade Zhou Chengxing's conscientious professionalism and encourage all employees to learn from him, the project department's Party and administrative joint meeting decided: to issue a circular commendation to Comrade Zhou Chengxing and award him a bonus of 5,000 yuan, and to call on all employees to learn from Zhou Chengxing and emulate him.
