Recently, the special plan for the underground utility tunnel in Gedian Development Zone passed expert review, marking the official launch of underground utility tunnel construction in the zone.
A utility tunnel (called "common duct" in Japan and "common conduit" in Taiwan) is an integrated underground urban pipeline corridor. That is, a tunnel space is built underground in the city to integrate various engineering pipelines such as power, communications, gas, heating, water supply and drainage, with dedicated inspection openings, hoisting openings and monitoring systems, implementing unified planning, unified design, unified construction and management. It is important infrastructure and a "lifeline" guaranteeing urban operation. It is a municipal public facility built underground in the city for laying municipal public pipelines, with unified planning, design, construction and maintenance.
The construction of utility tunnels can significantly improve the "road zipper" problem of repeatedly excavating the ground, markedly enhance pipeline safety and disaster prevention and resistance capabilities, gradually eliminate spider-web-like overhead lines on major streets, and noticeably improve the urban ground landscape.
The State Council vigorously promotes the planning and construction of underground utility tunnels, requiring all localities to prepare plans and start construction during the 13th Five-Year Plan period. In September this year, Gedian Development Zone launched the preparation of the special plan for underground utility tunnels and commissioned the Central and Southern Municipal Design Institute as the preparation unit. The municipal government's requirement that the zone build 10 kilometers of underground utility tunnels by 2020 was also incorporated into the special plan. The institute submitted the preparation results on October 10, 2016, and the zone's Urban Construction and Environmental Protection Bureau organized experts on October 15 to conduct expert review of the special planning results, which were approved.
Next, Gedian Development Zone will fully investigate influencing factors in the zone such as power grids, oil and natural gas pipelines, and subway lines, actively and steadily advance the construction of underground utility tunnels, and gradually form a pattern of rings, networks and chains to facilitate operation and management.
