专家组认为，临沂国家工程机械高新技术产业化基地的建设和发展符合国家转方式、调结构、推进战略性产业发展战略要求，对促进区域产业转型升级、推进工程机械产业技术创新和产业化、集群化发展有重要意义；基地具有良好产业基础，形成了完整的产业链条，骨干企业具有较强技术开发能力，初步形成了集群发展的态势；基地建设指导思想明确，成立了专门管理机构，组织编制了发展规划，出台了一系列扶持政策和措施，为基地的建设和发展营造了良好的环境。
