According to forecasts by meteorological and water conservancy departments, most of the Yangtze River basin will see above-average precipitation during this year's main flood season. To effectively ensure the safety of civil defense projects during the flood season, the District Civil Defense Office is taking proactive measures and actively carrying out hazard inspections, making every effort to complete pre-flood preparations.
Improving flood control contingency plans
In accordance with the requirements of the District Flood Control Headquarters, the District Civil Defense Office promptly revised the "2016 Changning District Underground Space Flood Control and Typhoon Prevention Emergency Plan," refined and improved the "Changning District Civil Defense System Flood Control and Typhoon Prevention Emergency Operating Procedures," strengthened plan drills, improved rapid response and emergency handling capabilities, and enhanced the pertinence and operability of the plans.
Implementing facilities and equipment
Recently, the District Civil Defense Office completed the installation of waterproof barriers in key underground spaces. Following the principle of "ensuring key areas and combining replacement with additions," this year 18 waterproof barriers were newly installed at 16 underground spaces, and old (damaged) waterproof barriers were replaced at 64 entrances of 48 underground spaces. The District Civil Defense Office also inspected and maintained water pumps, high-power generating equipment, gasoline pumps, communication radios, and rescue and forcible-entry equipment, and improved the procurement of duty supplies for emergency rescue forces.
Comprehensive inspection organized
In accordance with the requirements of the "six never let go," the District Civil Defense Office organized civil defense project administrators and assistant administrators to conduct inspections, focusing on the establishment of flood control safety responsibility systems; the readiness of various rescue teams, equipment, and emergency drainage facilities; the implementation of measures to prevent rainwater backflow at ventilation openings, lighting windows, pipeline entry holes, and low-lying entrances and exits; and the establishment of flood control contingency plans, carrying out all-round inspections and tracking the rectification of hazards to close them out.
Organizing publicity and training
The District Civil Defense Office recently held the "2016 Training on Safe Use of Underground Space and Laws and Regulations" at the Changning District Community College, providing flood control and typhoon prevention training to more than 180 people, including civil defense administrators from across the district, underground space management personnel from subdistricts (towns), and users of some key underground spaces. At the same time, it mobilized and deployed flood control work to further raise awareness and ensure the effective implementation of flood control and typhoon prevention work for civil defense projects.
