The reporter recently learned from the Mianyang Municipal Development and Reform Commission that in the first quarter of this year, the city's key projects advanced steadily. The city's 202 key provincial and municipal projects completed an investment of 5.735 billion yuan, accounting for 25.5% of the annual planned investment, successfully achieving the set target.

        Driving investment through projects, optimizing structure through projects, and improving people's livelihoods through projects. 2016 is the "Project Year" designated by the city. Following the requirements of the municipal Party committee and municipal government for key project construction, the whole city strengthened the implementation of responsibilities, improved coordination services, increased factor guarantees, and vigorously advanced key project construction, achieving good results. Among the 42 provincial key projects, 22 are accelerated construction (continued) projects with an estimated total investment of 39.663 billion yuan; from January to March, 1.795 billion yuan was invested, accounting for 25.66% of the annual planned investment. Among them, 16 projects including the Sichuan Baohe Fushan Renewable Resources Industrial Park—National "Urban Mineral" Demonstration Base, the New Energy and Traditional Energy Passenger Vehicle Production Base, and the Kaomao Reservoir all exceeded 25% in annual investment completion rate; 11 projects are planned to newly start, with an estimated total investment of 42.942 billion yuan. For example, five projects—the New Energy Vehicle Power Lithium Battery project, the R&D and Industrialization of Ship-to-Ship Communication Equipment Based on "Beidou" Satellite Communication Technology, Phase I of the Wuliliang Area Infrastructure, the Liuhe Forging Aviation and Gas Turbine Alloy and High-end Mold Steel Forgings and Forging Materials Expansion Technical Transformation Project, and the Mianyang Social Elderly Care Center—have started construction, with a start rate of 45.45%; among the 9 projects with accelerated preliminary work, the Magnetic Materials Industrial Park project of the Ninth Institute of Electronics has started construction, with an investment of 46 million yuan completed.

       Among the 160 municipal key projects, 73 are accelerated construction (continued) projects with an estimated total investment of 35.657 billion yuan; from January to March, 3.432 billion yuan was invested, accounting for 39.16% of the annual planned investment. 53 projects including the Jiannan Road Reconstruction Project, the Mianyang Science and Technology City Chenkang Avenue, and the Mianyang Wanda City South Central Business District Project all exceeded 25% in annual investment completion rate; 62 projects are planned to newly start, with an estimated total investment of 14.846 billion yuan. Fourteen projects including the Fujiang Second Bridge Maintenance and Reinforcement and the Herun Annual Production of 6,000 Scanners have started construction, with a start rate of 22.58%.

       In addition, four cross-regional provincial key projects—the Xi'an to Jiangyou Section of the Xi'an-Chengdu Railway, the Chengdu-Lanzhou Railway, the Mianyang-Xichong Expressway, and the Mianyang-Jiuzhaigou Expressway—completed an investment of 1.252 billion yuan, accounting for 34.11% of the annual planned investment.
