On May 12, Moroccan Foreign Minister Mezouar announced at a press conference in Beijing that Chinese railways are expected to fully enter Morocco, undertaking projects including the 300-kilometer high-speed rail from Marrakech to Agadir, conventional railways in southern Moroccan provinces, and conventional railways extending from southern Morocco to West African countries. Cooperation with China involves technology transfer, talent training, and joint investment.
On May 11, during the visit of Moroccan King Mohammed VI to China, China Railway Corporation and the Moroccan National Railways Office (ONCF) signed a memorandum of understanding. Moroccan Equipment Minister Aziz Rabbah, ONCF Director-General Rabie Khlie, Chairman of China's National Development and Reform Commission Xu Shaoshi, and Party Secretary of China Railway Corporation Sheng Guangzu signed the agreement respectively.
Regarding the high-speed rail project from Marrakech to Agadir, Mezouar emphasized that relevant departments of both countries have already conducted extensive research and evaluation in the early stages, and after the signing of the memorandum, it has officially entered the preparation phase. Next, China Railway Corporation and ONCF will jointly conduct technical analysis and calculate project costs based on a detailed feasibility report.
Currently, Morocco is building Africa's first high-speed rail line, Tangier-Kenitra, with a total length of about 200 kilometers, a design speed of 350 km/h, and an expected operating speed of 320 km/h. The carriage supplier for the project is France's Alstom, the information technology providers are Italy's AnsaldoSTS and France's Cofely Ineo, and the China Overseas Engineering Group under China Railway is responsible for civil engineering. According to the latest plan, the line will be extended 130 kilometers south to Casablanca. The total cost of Tangier-Casablanca is about 2 billion USD, and it is expected to be operational in 2018.
According to the memorandum signed between China and Morocco, the Tangier-Casablanca line will continue to extend southwest, passing through Marrakech to Agadir, connecting the Mediterranean port with the Atlantic port. Mezouar told the 21st Century Business Herald reporter that the project is very challenging, and a decision will be made after technical evaluation on whether to adopt BOT or EPC. He emphasized, "I am amazed by the efficiency and seriousness of the Chinese railway company in the Tangier-Kenitra project, and I highly recognize their work."
