冻土地基的承载力，应结合当地的建筑经验按下列规定综合确定：
1.对现行国家标准《建筑地基基础设计规范》GBJ7规定的安全等级为一级的建筑物，应按有关规定进行载荷试验或原位试验，并应结合冻土的物理力学性质综合确定。
2.对现行国家标准《建筑地基基础设计规范》GBJ7-89中所列范围以外的安全等级为二级的建筑物，宜按有关规定进行载荷试验或原位试验确定。
3.对现行国家标准《建筑地基基础设计规范》GBJ7-89中所列范围之内安全等级为二级的建筑物，可按土与冻土的物理力学性质和地温状态，按关规定查表确定。
4.对于安全等级为三级的建筑物可根据现有邻近建筑的经验确定。
