1.冻土地区基础类型应根据建筑物类型、上部结构特点、冻土地基条件和多年冻土所采用的设计状态选定。
2.多年冻土地区的基础下应设置由粗颗粒非冻胀性砂砾料构成的垫层。垫层厚度不应小于300mm，并应根据多年冻土地区所采用的设计状态确定。当在独立基础下设置时，垫层的宽度和长度应按规范规定计算。垫层应分层夯实，并应符合现行国家标准《建筑地基基础设计规范》GBJ7的规定。当按允许地基土逐渐融化和预先融化状态设计时，应满足垫层下冻土融化后的承载力要求。
3.冻土地区的基础设计除应符合本规范规定的要求外，尚应符合现行国家标准《建筑地基基础设计规范》GBJ7中的有关规定。
