Behind the snack shop is a pit over ten meters deep
On the south side of the intersection of Yaochang Street and Bitao Road in Zhengzhou High-tech Zone, many small doors have been cut into the construction barriers on both sides of the road. Behind the barriers, vendors are selling snacks and general merchandise on the construction site. One snack stall is directly adjacent to a pit over ten meters deep; a slight misstep could easily lead to a fall.
At 11 a.m. yesterday, when the reporter arrived at the intersection of Yaochang Street and Bitao Road, they found that construction barriers over three meters high had been set up on both sides of the road on the south side. Many promotional advertisements were pasted on the barriers. Inside the construction site gate at the southeast corner of the intersection, a row of prefabricated temporary housing had been built. In these temporary houses, there were a pharmacy, a general store, and snack shops.
A shopkeeper cooking in one of the temporary houses said that because they knew people on the construction site, they did not need to pay rent to open a shop here; they only needed to inform the site manager. The temporary houses they used were all built at their own expense.
Leaving the construction site, the reporter found that many small doors about 1.8 meters high and 1 meter wide had been cut into the construction barriers on both sides of Bitao Road. At the entrances of these small doors, signs such as "Breakfast," "Baked Cakes," and "Big Plate Chicken" were displayed. Entering through the small doors, each snack stall had a tarpaulin canopy about 2 meters high, with cooking stoves, dining tables, and stools inside. The space was narrow and crowded, and the ground was filthy. Among the snack stalls, there were also some small shops selling daily necessities. At this time, people occasionally came in to eat or shop.
The reporter pretended to want to rent a space here to sell snacks. A female vendor selling snacks enthusiastically introduced that this was a construction site for a commercial building under construction. Because urban management strictly prohibits vendors from setting up stalls on the street, they used acquaintances to introduce them to set up stalls selling snacks and general merchandise on the construction site behind the barriers, and then cut out a section of the barrier to make a movable small door. Once they found that the subdistrict office or urban management was coming to inspect, they would quickly close the small doors on the barriers, and after the inspectors left, they would open the doors and continue business.
During the interview, the reporter found that more than ten stalls were hidden behind the construction barriers on the west side of Bitao Road. Behind the stalls was a row of iron-sheet houses, and behind the iron-sheet houses was a brick wall about five meters high surrounding a residential compound. People coming to eat or shop could only enter and exit through the small doors cut into the barriers. The space inside was originally narrow, and many tables and chairs were placed, plus cooking stoves and liquefied gas cylinders. In the event of a fire, the consequences would be unimaginable.
Behind the construction barriers on the east side of Bitao Road, a relatively large snack shop had been opened. The snack shop was surrounded by tarpaulin, with more than ten dining tables inside. The west side of the snack shop was blocked by tall barriers, with only a small door cut into the barrier. On the east side of the snack shop, there was a small door with a cloth curtain and two windows without glass. Outside the door and below the windows was a construction foundation pit about ten meters deep. Because only a steel pipe about one meter above the ground was installed as a guardrail inside the tarpaulin on the east side, people eating there could easily fall out of the tarpaulin and plunge down the ten-meter-deep "cliff" if they were not careful.
The female employee of the shop said they knew there was a deep pit outside the shop and that it was dangerous. Usually, when customers drank alcohol in the shop, they would remind them not to sit at the tables on the east side to avoid accidents.
The vendors operating here said that they set up stalls here temporarily. Once the construction site was completed, they would find another place to do business.
Yesterday afternoon, the reporter reported the matter to the High-tech Zone Administrative Law Enforcement Bureau. The staff of the bureau said that they could investigate and deal with vendors occupying roads on Bitao Road. For vendors operating behind construction barriers off the road, because there is no issue of occupying roads, the food and drug supervision department should investigate and deal with them.
At around 3 p.m., the staff of the High-tech Zone Food and Drug Supervision Bureau said they would immediately send people to investigate and deal with the matter.
