To all relevant units:

In order to reduce the damage caused by urban development and construction activities to the natural hydrological environment and aquatic ecological environment, and to build Tianjin into a sponge city featuring “natural accumulation, natural infiltration, and natural purification,” the Tianjin Municipal Engineering Design & Research Institute, Tianjin Urban Construction Design Institute Co., Ltd., and other units, in accordance with the requirements of our Commission's document “Notice on Issuing the First Batch of Local Engineering Construction Standard Compilation Plans for Tianjin's Construction System in 2015” (Jian Ke [2015] No. 286), have compiled the Technical Guidelines for Sponge City Construction in Tianjin. Following expert review and approval organized by our Commission, the Technical Guidelines for Sponge City Construction in Tianjin are hereby approved for implementation in our city starting from June 1, 2016.

All relevant units shall conscientiously implement these Guidelines. If there are any unclear points or proposed amendments during implementation, please promptly provide feedback to the Tianjin Municipal Engineering Design & Research Institute and Tianjin Urban Construction Design Institute Co., Ltd.

These Guidelines shall be administered by the Tianjin Urban-Rural Construction Commission.

The specific technical content of these Guidelines shall be interpreted by the Tianjin Municipal Engineering Design & Research Institute and Tianjin Urban Construction Design Institute Co., Ltd.

Subscription and distribution of these Guidelines shall be handled by the Tianjin Institute of Construction Engineering Technology. No unit or individual may reprint or reproduce them.
