周小川表示，目前中国正在稳步的推进利率的市场化，贷款的利率已经开始有所松动，综合目前中国的经济来看，现在是促进利率开放的一个好时机。
周小川表示，从2005年实施汇改以来，人民币对美元已经升值35%，但实际来看这个数字还会更高，目前我国的外汇盈余已经有所下降，所以这就给我们国家来推进汇率的市场化提供了一定空间。
关于热钱的问题，周小川称，现在鉴于国际资本的大量的流动，其国家相关部门已经看到了这个问题，并且已经在进行检测了，中国不会通过竞争性的货币贬值来提高国内的竞争力。
