The reporter learned from the regional construction market supervision work conference and the first quarter regional construction safety production situation analysis meeting held on March 3 that this year the Autonomous Region Housing and Urban-Rural Development Department will continue to strictly enforce construction quality and safety production work. In addition to adhering to separate notifications for major hazard sources, it will also issue quality and safety law enforcement disposal implementation standards before the end of March, publicly disclosing 25 suspension and rectification standards to the society, covering major hazard sources, major structural hidden dangers, major lack of use functions, and other contents.
Deputy Director Yang Lufeng of the Autonomous Region Housing and Urban-Rural Development Department introduced that in 2016 Guangxi will adopt multiple measures to ensure construction safety. For supervised housing and municipal projects in the region, major and extraordinarily serious construction safety production accidents will be eliminated, and efforts will be made to prevent relatively major safety production accidents.
In 2015, supervised housing and municipal projects in the region had a total of 22 safety responsibility accidents, resulting in 26 deaths. Compared with 2014, the number of accidents decreased by 6 and the number of deaths decreased by 10, down 21.4% and 27.8% respectively, but 2 relatively major accidents occurred. Among them, falling from heights accounted for 53.8% of the deaths; 10 accidents occurred in counties (including independently supervised development zones), resulting in 12 deaths. Safety production supervision of county-level projects is still very weak.
It is understood that in the first quarter of this year, under the "strict defense" of competent departments at all levels in the region, as of March 1, no fatal construction safety production accidents occurred in the region, but from two regional supervision inspections organized successively, there are still many safety hidden dangers.
At the meeting held on March 3, the main responsible persons of the housing and urban-rural development departments of 14 cities with districts submitted the "2016 Guangxi Zhuang Autonomous Region Construction Safety Production Management Target Responsibility Statement" to the Autonomous Region Housing and Urban-Rural Development Department. The Autonomous Region Housing and Urban-Rural Development Department will implement semi-annual supervision and annual assessment based on the signed safety production responsibility statement, and copy the assessment results to the 14 municipal governments while publicly announcing them to the society.
At the same time, the Autonomous Region Housing and Urban-Rural Development Department will strictly and quickly implement penalties for enterprises and responsible persons involved in accidents, and will implement red-yellow-green three-color supervision through the safety production condition dynamic management system, focusing on strengthening supervision of red-card enterprises.
County-level project quality supervision is currently relatively weak. The Autonomous Region Housing and Urban-Rural Development Department requires that cities with districts further strengthen supervision, inspection, and business guidance for the counties (cities, districts) under their jurisdiction, and must carry out at least 2 hierarchical supervision inspections throughout the year. Cities with conditions should strive to carry out one per quarter.
Relevant responsible persons introduced that after the Spring Festival, the Autonomous Region Housing and Urban-Rural Development Department has issued a notice clearly requiring all localities to do a good job in post-holiday resumption inspections. Those that have not passed inspections or whose hidden dangers have not been rectified must not resume work, and workers who have not passed safety education and training must not take up posts.
