On March 8, the citywide environmental protection work conference was held, with city leaders Wang Jianmin and He Jianbo attending and speaking. Addressing the district (county) environmental protection bureau directors in the audience, Zhang Wencai, director of the Zhuzhou Environmental Protection Bureau, used the phrase "fighting with our backs to the river" to describe the determination to tackle environmental pollution in 2016.
　　Catering fume pollution prevention to have a legal basis
　　This year, Zhuzhou's air pollution prevention and control efforts are being stepped up again: volatile organic compounds are among the most common air pollutants, and uncontrolled emissions can easily cause ozone exceedances or form photochemical smog, affecting air quality. This year, 13 enterprises including BAIC, CRRC Zhuzhou Electric Locomotive, and Times New Material will complete special treatment of volatile organic compounds to ensure compliant emissions.
　　There are about 5,130 catering establishments in Zhuzhou's urban area, of which fewer than 10% have installed fume treatment facilities and meet environmental protection requirements. With the active recommendations of the municipal environmental protection department, the Standing Committee of the Municipal People's Congress has begun drafting laws and regulations on catering fume pollution control. In 2016, the city will have a legal basis for preventing and controlling catering fume pollution.
　　Phase I of Fengxi Sewage Treatment Plant to start construction in April
　　To accelerate the construction of urban sewage treatment facilities, construction of the newly built Phase I of the Fengxi Sewage Treatment Plant will start in April, with the main works to be completed by the end of the year.
　　The Fengxi Sewage Treatment Plant is located in Zaoheping Village, Lusong District, east of the Beijing-Guangzhou Railway, west of Zhulu Road, and north of the Fengxi Port flood control embankment. It will mainly serve the Fengxi Ecological New City, Aviation City, Garment Industrial Park, and part of the 331 area in Lusong District, covering the middle and lower reaches of the Fengxi Port basin, with a total catchment area of about 30.7 square kilometers.
　　"At present, no sewage collection pipeline network has been built in this area, and domestic sewage flows directly into Fengxi Port," said a relevant person in charge of the Municipal Drainage Company. Phase I of the Fengxi Sewage Treatment Plant includes two parts: the sewage treatment plant and the sewage collection pipeline system. The plant site covers about 98 mu, with a supporting sewage pipeline collection system of more than 10 kilometers. The daily sewage treatment capacity is 25,000 tons, and the effluent quality will meet the Grade A standard of the national "Discharge Standard of Pollutants for Municipal Wastewater Treatment Plants."
　　Zhang Wencai, director of the Municipal Environmental Protection Bureau, said the environmental protection system must make every effort to remediate air pollution and water pollution, actively advance soil pollution prevention and control, and complete a batch of soil heavy metal treatment projects such as Phase II of the Xiawan Port project.
　　For the remediation of Xiawan Port, the first steps are to intercept sewage outfalls along the port, remove heavy-metal-containing sediment from the port bed, and harden the port channel. Last year, the ecological restoration of Xiawan Port (Phase II) was also launched, including vegetation planting. Within the year, the restoration of the entire Xiawan Port will be completed.
