By 2020, the province's railway operating mileage will exceed 5,000 kilometers, including 2,500 kilometers of high-speed railway, forming a 1-2 hour traffic circle from Nanchang to all cities divided into districts within the province and central cities of the urban agglomeration in the middle reaches of the Yangtze River, 3-4 hours to major surrounding cities such as Shanghai and Guangzhou, and 6 hours to Beijing.
According to the outline, during the 13th Five-Year Plan period, Jiangxi will further accelerate the construction of railway trunk lines, especially high-speed railways. The 8 railways include the Hefei-Anqing-Jiujiang Railway, Nanchang-Ji'an-Ganzhou High-Speed Railway, Ganzhou-Shenzhen High-Speed Railway, Wuhan-Jiujiang Passenger Dedicated Line, Jiujiang-Jingdezhen-Quzhou Railway, Mengxi-Huazhong Railway, Ji'an-Yongzhou-Quanzhou Railway, and Anhui-Jiangxi Railway (renovation project), etc. Among them, the Wuhan-Jiujiang Passenger Dedicated Line is expected to be completed by the end of 2016, and the Jiujiang-Jingdezhen-Quzhou Railway in the first half of 2017.

Wu Xiaojun, director of the Jiangxi Provincial Development and Reform Commission, said that Jiangxi will also strive to start construction of four railways during the "13th Five-Year Plan" period: Nanchang-Jingdezhen-Huangshan High-Speed Railway, Chongqing-Changsha-Xiamen High-Speed Railway (Chongqing-Changsha-Jinggangshan-Xiamen), Yingtan-Mei County Railway (Yingtan-Ruijin-Meizhou), and Ji'an-Fuzhou-Wuyishan-Wenzhou Railway.

Complete projects such as the Nanchang-Ji'an-Ganzhou Passenger Dedicated Line, Wuhan-Jiujiang Passenger Dedicated Line, Hefei-Jiujiang Passenger Dedicated Line, Ganzhou-Shenzhen Passenger Dedicated Line, Jiujiang-Jingdezhen-Quzhou Railway, Yueyang-Ji'an section of the coal transport corridor from Mengxi to Central China Railway, Ji'an-Yongzhou-Quanzhou Railway, electrification renovation of Anhui-Jiangxi Railway, and renovation of the east station building of Nanchang Railway Station. Start or strive to start construction of projects such as the Yingtan-Mei County Railway, Nanchang-Jingdezhen-Huangshan Railway, Changsha-Ganzhou Railway, Nanchang-Jiujiang Passenger Dedicated Line, Ji'an-Fuzhou-Wuyishan Railway, Changde-Yueyang-Jiujiang Railway, Lu'an-Jingdezhen Railway, and Xingning-Yongzhou-Chenzhou-Ganzhou Railway.
