贺铿认为，如果不计算2.63亿流动人口，目前我国城镇化率不到35%，加快城镇化发展非常必要。他提出，要大力发展小城镇，加强农业现代化，把发展产业作为城镇化的核心，拓宽非农就业渠道，创造更多非农就业岗位，使农村适龄劳动力稳定、就地就业，并实现医疗、教育、社会保障等同城待遇。同时，依靠市场力量推动新型城镇化。
