Mr. Zhou is a villager from Damiaoqian Village, Anzhou Subdistrict, Xianju County. Recently he reported that the Yuxi Bridge of the Provincial Road 35 reconstruction project is right next to his house. In November 2015, pile foundation construction for the lower part of the bridge began, and afterward cracks appeared in his house. Now he has asked reporters to help him communicate with the construction party and find a solution.
Mr. Zhou told reporters that his house is near Provincial Road 35, only about 14 to 15 meters away. The noise from the pile driver driving the bridge piers has seriously affected his daily life and has caused cracks of varying degrees in the house. Because it is an old house built in 1995 with no solid concrete structure underneath and is only 15 meters from the pile driver, Mr. Zhou worries that over time the house will not withstand such vibration.
Standing on the road, the reporter could also clearly feel the ground vibration caused by road construction. So what is the condition of Mr. Zhou's house now? The reporter followed Mr. Zhou to his home. The reporter found that not only were there cracks on the walls of Mr. Zhou's house, but there were also cracks on the back of the staircase. Moreover, standing in the room, one could clearly feel the vibration. To see the vibration of the house more intuitively, the reporter conducted a test in the room, placing a paper cup filled with water on the floor, and indeed clearly saw the water in the cup swaying. Mr. Zhou said that before this, he had written an "Emergency Report on Requesting Suspension of Construction of the Damiaoqian Overpass Project on Provincial Road 35" and submitted it to the Anzhou Subdistrict, the people's congress, and other units in Xianju County.
The solution proposed by the local transportation bureau, the subdistrict, and the village was for Mr. Zhou to rent his old house to a deputy general manager surnamed Chen from the project department and rent a place elsewhere to live, with them covering only the difference. Mr. Zhou did not accept this solution.
Subsequently, the reporter accompanied Mr. Zhou to the reconstruction project headquarters for the Tongqiao-Guanlu section of Provincial Road 35 in Xianju. Deputy Commander Chen Xuhui told the reporter that they had already conducted on-site inspections of the situation reported by Mr. Zhou and had held meetings to discuss solutions.
Chen Xuhui, deputy commander of the reconstruction project headquarters for the Tongqiao-Guanlu section of Provincial Road 35, told the reporter that at the time the Provincial Road 35 headquarters, the project department, and Anzhou Subdistrict jointly put forward several suggestions: 1. Control noise within a certain range, including the impact force of the engineering pile driver and the overall noise level; 2. Adjust construction hours: start at 7 a.m. and end at 8:30 p.m., so as not to affect nearby residents' rest; 3. For safety reasons, residents may rent their houses to the project department and rent elsewhere to live, with the project department paying the cost.
As for whether construction could proceed only after demolition and resettlement along the route are completed, Commander Chen candidly said that this would be very difficult.
It can be seen that the relevant parties still attach considerable importance to the problem reported by Mr. Zhou. However, Mr. Zhou still had some concerns about these plans.
Through negotiation, the two sides finally reached an agreement. At the same time, the construction party also agreed with Mr. Zhou that if any problems arise in the future, everyone will negotiate amicably and resolve them rationally. This will both ensure smooth construction and protect the rights and interests of nearby residents!
