Since the beginning of this year, leaders from the State Council to the Ministry of Housing and Urban-Rural Development have repeatedly emphasized on various occasions that the government should “streamline administration and delegate power”, strengthen “ongoing and post-event supervision” and “dynamic verification”. Judging from the current market supervision practices of the Ministry of Housing and Urban-Rural Development, the dynamic supervision of enterprise qualifications and the process management of registered practitioners are being gradually strengthened.
On October 27, during dynamic verification, the Ministry of Housing and Urban-Rural Development found that some units had obtained corresponding qualifications through “the use of false materials and deceptive means”. Subsequently, it issued “Jian Shi Xing Che Zi [2015] No. 43, Jian Shi Xing Che Zi [2015] No. 44, Jian Shi Xing Che Zi [2015] No. 45, and Jian Shi Xing Che Zi [2015] No. 46”, revoking the administrative licenses for Grade I General Contracting for Housing Construction Engineering and Grade I General Contracting for Municipal Public Works Engineering of Guangdong Junyi Construction Group Co., Ltd., Hangzhou Communications Engineering Group Co., Ltd., Anhui Longshan Construction Engineering Co., Ltd., and other units.
On November 2, the Ministry of Housing and Urban-Rural Development handled 31 individuals within a single day, which is a rare occurrence. In a sense, it also demonstrates the Ministry's stance on strict supervision. Among them, 9 individuals were notified for fraud in first-class constructor registration, 10 individuals had their first-class constructor registration qualifications revoked, and 12 individuals were notified for fraud in applying for supervision engineer registration.
I. The 9 individuals notified for fraud in applying for first-class constructor registration
1. Reason for notification: Concealing the fact that they were already registered as supervision engineers in other units, which constitutes a violation of providing false materials in registration applications.
2. Handling result: Circulated criticism, no acceptance of their registration applications within one year, and their misconduct will be published on the national construction market supervision and integrity information release platform and recorded in their credit files.
3. List of individuals II. The 12 individuals notified for fraud in applying for supervision engineer registration
1. Reasons for notification mainly involve three types of fraud:
1) Providing false academic certificates;
2) Providing false professional title certificates;
3) Providing false registered supervision engineer practice certificates.
2. Handling result: Circulated criticism for the violations, no acceptance of their registration applications within one year, and their misconduct will be published on the national construction market integrity information platform and recorded in their credit files.
3. List of individuals III. The 10 individuals whose first-class constructor registration qualifications were revoked
1. Reason for revocation: Obtaining first-class constructor registration through the provision of false materials.
2. Handling result: The first-class constructor registration qualifications are revoked, and they may not apply for constructor registration again within 3 years. Within 15 days from the date of receipt of this decision, they shall bring their first-class constructor registration certificates and practice seals to the relevant provincial/municipal housing and urban-rural development departments (commissions) to complete the relevant procedures.
3. List of individuals: Gao Xue, Hao Yunfeng, Hu Dongrui, Liu Jinqiang, Meng Zhengjiang, Pan Lei, Sun Jixian, Wei Xiaolei, Yu Haitao, Gong Chengjian.
