Recently, good news came from the Northeast Regional Command: China Railway Construction Bridge Engineering Bureau Group Co., Ltd. successfully won the bid for the 1.8 billion yuan Yanji City Underground Utility Tunnel System Project (Phase I). This is the Group's first major business breakthrough in the urban utility tunnel sector since the state proposed smart city construction this year.

The project was won through the EPC model by a consortium composed of China Railway Construction Bridge Engineering Bureau Group Co., Ltd., China Railway Modern Survey and Design Institute Co., Ltd., and Beijing Municipal Engineering Design and Research Institute Co., Ltd. The total bid price was 1,836,955,000 yuan, of which the survey fee, with a downward coefficient of 8%, was bid at 16,192,000 yuan; the design fee, with a downward coefficient of 8%, was bid at 42,228,000 yuan; and the construction and installation engineering fee, with a downward coefficient of 1%, was bid at 1,778,535,000 yuan. The construction period is 454 calendar days. The project is located in the central urban area of Yanji City, and the scope includes survey, design, and construction of 16.44 kilometers of utility tunnels and ancillary facilities beneath Gongyuan Road, Renmin Road, Xinmin Street, Tianchi Road, and Lihua Road in Yanji City.

After the Group proposed at the beginning of the year the approach of vigorously developing the tracking and contracting of projects in emerging sectors, the Northeast Regional Command promptly established the business approach of “not relaxing efforts in provincial capitals, entering prefecture- and county-level cities early, and paying more attention to emerging sectors.” It set up a prefecture- and city-level contracting contact network within its regional contracting scope, strictly screened and compared information on key construction projects in various cities, and determined contracting scope and tracking targets based on comprehensive conditions such as project returns and social benefits. The utility tunnel project won this time was independently tracked and organized by the Northeast Regional Command, with the Sixth Company and China Railway Modern Survey and Design Institute jointly leading the bid, ultimately completing the contracting of this project.

The urban underground utility tunnel project is an important measure for the state to revitalize Northeast China and strengthen urban infrastructure construction. Jilin Province, as a national demonstration province, is at the forefront of the country in utility tunnel construction. The overall planned construction length of the Yanji City underground utility tunnel project is about 108.2 kilometers, implemented in three phases, with a total investment of about 13.5 billion yuan. This tender is part of the overall construction plan. The construction of utility tunnels will greatly improve the utilization rate of urban underground space, alleviate the contradiction between urban development and tight land resources, and is of great significance for expanding urban development space.

The winning of the Yanji City Underground Utility Tunnel System Project marks that the Group has successfully entered the emerging market sector of utility tunnel project contracting and construction, accumulating rich experience and achievements for the Group's survey, design, and construction of utility tunnel projects. Next, the Northeast Regional Command will actively track utility tunnel projects in other cities within the region and strive for greater breakthroughs.
