To strengthen the management of dangerous buildings and ensure building safety, the Tianjin Dangerous Building Management Measures will officially take effect on March 1, 2015. The measures stipulate that for buildings confirmed as dangerous through safety appraisal, the appraisal report issued by the building safety appraisal institution shall, based on actual conditions, propose treatment recommendations such as observation use, treatment use, cessation of use, or complete demolition. Low-income families in the city who have difficulty bearing the costs of remediating dangerous buildings may apply for subsidies for the repair and reinforcement of dangerous buildings as well as temporary resettlement.

The Measures stipulate that owners of buildings that have exceeded their design service life, whose load-bearing structures have cracked or deformed, whose foundations have experienced uneven settlement, or whose load-bearing structures may have been damaged due to natural disasters or accidents shall entrust a building safety appraisal institution to conduct a building safety appraisal to determine the safety condition of the building. Building owners shall take remediation measures for dangerous buildings in accordance with the treatment recommendations in the building safety appraisal report: where observation use is recommended, the building shall be used in accordance with the observation use time limit specified in the appraisal report; where treatment use is recommended, measures such as repair and reinforcement shall be taken to eliminate the danger, and the building may continue to be used after the danger is eliminated; where cessation of use or complete demolition is recommended, use of the building shall cease and occupants shall move out immediately.

The costs of remediating dangerous buildings shall be borne by the building owners. Low-income families in the city who have difficulty bearing the costs of remediating dangerous buildings may apply for subsidies for the repair and reinforcement of dangerous buildings as well as temporary resettlement. Specific subsidy measures shall be formulated separately by the municipal housing administrative department in conjunction with the municipal finance department and the municipal civil affairs department.
