On December 22, 2014, Zhangzhou China Merchants Economic and Technological Development Zone Co., Ltd. held a grand foundation-laying ceremony for the Shuangyu Island municipal works. The Shuangyu Island municipal works, with an investment of approximately 1.1 billion yuan, were officially launched, marking that Shuangyu Island has fully entered a new period of development and construction.

　　Bai Jingtao, General Manager of Zhangzhou China Merchants Economic and Technological Development Zone Co., Ltd., delivered a speech at the ceremony. Li Chonggang, Deputy Chief Engineer of Zhangzhou China Merchants Economic and Technological Development Zone Co., Ltd. and General Manager of the Shuangyu Island Development Division, introduced Shuangyu Island and the Shuangyu Island municipal works at the ceremony. Bao Qiwei, Deputy General Manager and Chief Engineer of Beijing Municipal Engineering Design and Research Institute Co., Ltd.; Fang Yan, Chairman of CCCC Third Harbor Engineering Co., Ltd.; and Lü Weiqing, Deputy General Manager and Chief Engineer of CCCC Fourth Harbor Engineering Co., Ltd., among representatives of the participating construction units, spoke respectively, all stating that they would devote full efforts to completing the Shuangyu Island municipal works with guaranteed quality and quantity.

　　In his speech, Bai Jingtao extended a warm welcome to the leaders and guests attending the foundation-laying ceremony and expressed sincere gratitude to people from all sectors who care about and support the development of Zhangzhou Development Zone and the construction of the Shuangyu Island project. He said that since construction began in February 2010, the Shuangyu Island project has undergone four years of development and construction, has now fully completed land reclamation, and has entered the stage of municipal supporting facilities construction. In the future, Zhangzhou Development Zone will strive to build it into an ecological island focused on tourism and vacation, leisure sports, cultural entertainment, and commercial residence. Its completion is of great significance for promoting the development of tourism resources in Xiamen Bay and accelerating the construction of the new city on the south bank of Xiamen Port. The commencement of the project marks that the construction of Shuangyu Island has entered a brand-new stage of whole-island development.

　　It is reported that the Shuangyu Island municipal works are one of the important supporting projects of Shuangyu Island, with a total investment of approximately 1.1 billion yuan. The project mainly constructs municipal roads, bridges, power, communications, lighting, water supply and drainage, utility tunnels, comprehensive disaster prevention, smart city, and a municipal comprehensive service center and other infrastructure facilities. Among them are 15 urban roads, 4 inner-bay bridges, and 1 municipal comprehensive service center. The entire municipal works are divided into two phases for construction. Phase I mainly includes some municipal facilities on the west island, the main road network and pipelines of the east island outer ring, and four inner-bay bridges, with a total investment of approximately 550 million yuan.

　　Since the Shuangyu Island project started in February 2010, a cumulative investment of approximately 1.45 billion yuan has been completed. The land reclamation works have basically been completed, formed by 33.37 million cubic meters of earth and rock fill.

　　The Shuangyu Island project is another masterpiece of the century-old China Merchants Group. It is the first profit-oriented sea use project approved by the State Council and is being built by Zhangzhou China Merchants Economic and Technological Development Zone Co., Ltd. with an investment of 3.5 billion yuan. The project is located on the south bank of Xiamen Bay, facing Gulangyu Island across the water. It covers a total area of 2.2 square kilometers, is shaped like two fish embracing a circle, has a radius of 840 meters, and forms a coastline of about 12 kilometers.

　　The project is positioned as an international high-end leisure and vacation destination highlighting marine and water-friendly features, with four major characteristics: marine culture, yacht economy, fashionable lifestyle, and green low-carbon development. It is divided into six functional zones: a themed amusement and vacation area, a conference and exhibition business area, an inner-bay cultural and commercial area, a yacht-style area, a coastal wellness and vacation area, and a coastal characteristic residential area. The project is planned to complete overall development in 8 to 10 years. In the future, Shuangyu Island will be built into a shining pearl along the southeast coast of China.
