Residents near the construction site told reporters: "The 'Baoguangshan Community Comprehensive Service Center' has never obtained land use approval procedures, planning permits, or construction permits. It is simply an illegal building under construction. However, because it is a major project of the district, it has been under construction for nearly a month, and no law enforcement department has come to stop it."
　　Yesterday afternoon, Yong Xingjun, director of the Baoguangshan Community of Huohua Subdistrict Office in Jialing District, the construction unit of the "Baoguangshan Community Comprehensive Service Center", said that on September 22, the "Baoguangshan Community Comprehensive Service Center" indeed started construction without a planning permit. The construction site is relatively standardized, with newly built walls or newly erected barriers separating the surrounding houses from the site. Construction notices are posted on the walls. The notice shows: the project name is "Baoguangshan Community Comprehensive Service Center", the construction unit is "Baoguangshan Community of Huohua Subdistrict Office, Jialing District", the start date is "September 22, 2014", and the total construction area is 3,637 square meters... However, the planning permit number column is empty.
　　Standing outside the wall, one can only see the towering construction tower crane. Climbing to the roof of a nearby residential building, one can see the prototype of the foundation poured with reinforced concrete inside the wall, and many workers are still tying rebar inside.
　　It is understood that the "Baoguangshan Community Comprehensive Service Center" is planned to be built with 4 floors: the first and second floors are farmers' markets, the third floor is a small department store market, and the fourth floor is community offices and a community service comprehensive building.
　　"Why is the 'Planning Permit Number' column not filled in? I guess this building has no planning permit at all," said a local resident, pointing to the blank column. Surrounding residents also raised questions: there is a farmers' market less than 70 meters away from this farmers' supermarket, so why build another farmers' market? Building this large farmers' supermarket close to residential buildings, will the noise disturb residents in the future?

　　"Did the 'Baoguangshan Community Comprehensive Service Center' issue a bidding announcement? Did it go through the bidding process?" Yong Xingjun told reporters that the land used for the project is allocated by the government, and the project has gone through legal procedures from planning, evaluation, decision-making, etc. "After the bidding documents were issued, five or six companies came to bid, and finally the current company was selected through voting and evaluation."
　　Industry insiders said that although the land used for the "Baoguangshan Community Comprehensive Service Center" is allocated by the government, it still needs to go to the planning, land, construction and other departments to legally process land use approval procedures, planning permits, construction permits and other procedures. In response, Yong Xingjun admitted that the planning, construction and other departments have not processed the relevant procedures for the project. "Considering the tight construction schedule and that this project is a major project in Jialing District, the community decided to start construction first."

Jia Bin, chief of the Land Use Section of the Nanchong Municipal Planning Bureau, clearly told reporters: "The 'Baoguangshan Community Comprehensive Service Center' has not obtained a land use permit. Without even a land use permit, of course, a land use certificate cannot be obtained."
　　"Without a land use certificate, a planning permit cannot be obtained, and a construction permit is even more impossible." Relevant personnel from the Nanchong Planning and Construction Departments all stated: without land use approval procedures, planning permits, and construction permits, the construction of the "Baoguangshan Community Comprehensive Service Center" is clearly illegal.
　　How to deal with the construction of "illegal buildings"? Luo Chun, head of the Nanchong City Urban Construction Management Detachment, provided the reporter with the "Implementation Measures for Relatively Centralized Administrative Penalties in Urban Management of Nanchong City" (Nanchong Municipal People's Government Order No. 4). Article 19 of the implementation measures stipulates: within the urban planning area, if construction is carried out without obtaining a construction project planning permit, the municipal law enforcement bureau shall order it to rectify within a time limit according to the plan approved by the planning department, and impose a fine of not less than 5% and not more than 20% of the illegal project cost.
