On October 14, Wang Feng, Director of the Provincial Department of Water Resources, visited the Shuirunfang construction site in the western suburbs of Xi'an to investigate project progress, resolve issues on site, and clarify milestone targets and work priorities. Director Wang Feng emphasized that this housing project, which concerns the vital interests of employees, must be implemented solidly, well, and successfully, and that the entire project construction process must stand the test of time. Deputy Director Xue Jianxing and Deputy Inspector Ma Jingguo accompanied the investigation.

　　Director Wang Feng and his delegation inspected each of the 6 residential building construction sites under construction in Phase I one by one, inquired in detail about project construction progress, and learned about engineering material review, project supervision, and on-site management. They required the construction unit to accelerate progress, exercise fine management, strive for first-class quality, and build the Shuirunfang residential project to high standards. It is understood that as of now, in Phase I, Buildings 1# and 5# are under construction on the third floor main structure, Building 2# is under construction on the seventh floor main structure, Buildings 3# and 4# are under construction on the second floor main structure, Building 9# has completed all pile foundations and is undergoing cushion layer construction. In Phase II, Buildings 6-8# and 10-15# are carrying out various preparatory works for commencement.

　　Subsequently, Director Wang Feng chaired a symposium, listened to the report from Jinshui Company on project progress, and Deputy Director Xue Jianxing and Deputy Inspector Ma Jingguo respectively raised requirements on progress, quality, and safety. Director Wang Feng fully affirmed that the construction unit and the contractor, under market conditions, overcame difficulties and worked seriously, formally, and responsibly, with the project advancing steadily and in an orderly manner. He pointed out that the Shuirunfang project is a major matter of concern to the Party group of the department and the broad cadres and employees. Although the project is operated on a market basis, the Party group of the department attaches great importance to it; it is a major matter in which the Party group cares about the work and life of cadres and employees, and it is also an important part of the department's work. He emphasized: First, grasp progress. All parties participating in the project must redouble their efforts, increase work intensity, and strive to complete Phase I before March 2016 and reach occupancy conditions. Second, increase support. The department should create conditions to help promote preliminary approval, financing, and coordination with Fengdong New City and other aspects, forming a strong driving force. Third, vigorously grasp quality. There is no room for negotiation on quality issues. Project supervision and quality testing must be ensured in place, and they must be strict and show no favoritism to ensure project construction quality. Fourth, attach great importance to safe production. Safety responsibilities and safety measures must be implemented in every link to ensure no safety problems occur and achieve zero casualties. Fifth, plan key work for the long term. Regarding planning and design, the water-themed concept, greening and planting, kindergarten, property management, and other work, focus on the vital interests of employees, highlight practicality and usefulness, plan ahead, put in sufficient effort in advance, and refine plans. It is necessary not only to ensure high-standard, high-quality construction but also to plan for the long term to ensure that the community is well managed and maintained in the future, and strive to build Shuirunfang into a quality project that satisfies employees and stands the test of time.
