It is reported that the Jinghai Expressway starts at Xinlou Village, Jingcheng Town, Nanjing County. The project has an estimated total investment of 3.247 billion yuan, broke ground in November 2010, and is scheduled to be completed and opened to traffic by the end of 2014.

The completion of the Jinghai Expressway will complete the final piece of Zhangzhou's urban ring expressway, help improve the layout of the West Taiwan Strait Expressway Network and Zhangzhou's highway network, and help improve Zhangzhou's traffic conditions and investment environment. As of August 31, 2014, the project had completed a cumulative investment of 2.574 billion yuan, accounting for 79.3% of the project's estimated budget of 3.247 billion yuan. Of this, cumulative investment in construction and installation reached 1.652 billion yuan (including 12 million yuan for the construction and installation of the railway underpass), accounting for 66.7% of the project's estimated total construction and installation investment of 2.475 billion yuan; cumulative investment in land acquisition and relocation reached 557 million yuan; and other cumulative investment reached 365 million yuan.

All departments and units have overcome difficulties and worked together, achieving remarkable results in the project. To date, 13.1268 million cubic meters of subgrade earth and rockwork have been completed, along with 202 culverts and passages, 2,052 pile foundations, 1,540 pier columns, 4,238 precast beam segments, and 3,800 beam segments erected; 14,868 linear meters of tunnel excavation and 13,963 linear meters of tunnel secondary lining have been completed, basically exceeding 90% of the targets for each project item, and the subgrade civil works are nearing completion. In terms of pavement, building construction, and electromechanical works, the quantities for items such as cement-stabilized macadam subbase (single carriageway, single layer), main concrete floor brick walls, communication subducts, and tunnel cable trench brackets have also exceeded 50%. A small number of items with relatively lagging progress, such as water and electricity installation, silicon core pipe conduits, and interior and exterior decoration, are being vigorously pursued against time nodes to accelerate the construction process.
