The Beijing Housing and Urban-Rural Development Science and Technology Promotion Center recently organized the inaugural meeting of the working group for the compilation (revision) of the Beijing local standard "Green Building Evaluation Standard," officially launching the standard revision work. According to the "Notice on Issuing the 2014 Beijing Local Standard Formulation and Revision Project Plan" (Jing Zhi Jian Biao Fa [2014] No. 36), the standard has been included in the 2014 revision plan for Beijing local standards.
It is understood that since June 2013, Beijing has required all new buildings to fully implement green building standards. In particular, the "Beijing Municipal Measures for the Administration of Energy Conservation in Civil Buildings," which officially took effect on August 1, 2014, explicitly requires new civil buildings in Beijing to meet the one-star green building standard, and some new civil buildings shall be constructed according to the two-star or higher green building standard, as specified in land transfer conditions, site selection opinions, or planning conditions.
According to reports, this standard revision will fully leverage the leading role of standards. Based on the latest revised national standard "Green Building Evaluation Standard" GB50378-2014 (officially implemented on January 1, 2015), and closely integrating Beijing's climate, resources, economic development level, human settlement characteristics, and energy conservation and emission reduction requirements, it will follow the basic principle of "ensuring green effects and improving building quality," reasonably set evaluation indicators or content with Beijing project green characteristics, ensure the scientificity, suitability, and operability of the standard, and promote the healthy development of green buildings in Beijing. To ensure the quality of the standard revision, the Science and Technology Promotion Center invited the most capable research and practice teams in the national green building field to carry out the work, including the Beijing Institute of Architectural Design (land saving), the School of Architecture at Tsinghua University (energy saving), the Design Institute of the China Academy of Building Research (water saving), the China Building Material Test & Certification Group and the Beijing Construction Engineering Research Institute (material saving), Beijing Aikecheng Engineering Company (indoor environment), China Construction First Building (Group) Corporation (construction management), and the Institute of Building Environment and Energy of the China Academy of Building Research (operation management). The standard is expected to be officially released for public comment in November 2014, and a draft for review will be formed by the end of 2014.
