Built by the Longsha District Government of Qiqihar, the Nanyuan Parking Lot on Hecheng Road in Longsha District, with an investment of over 400,000 yuan and an area of more than 30,000 square meters, officially opened on August 11, providing parking space for large construction machinery vehicles, while illegal roadside soliciting will be stopped.
At 10:00 on August 11, the reporter came to the intersection of Qifu Bypass and Nanxing Road and saw that more than 40 large construction machinery special vehicles such as cranes, flatbed trucks and tow trucks, as well as private cars soliciting work by occupying the road, had blocked the slow lane and sidewalk “completely”, forcing pedestrians and cyclists onto the motor vehicle lane. “Every day, more than 130 private cars and large construction machinery special vehicles park at will on the Qifu Bypass, seriously affecting traffic order. In addition, there are two schools on the Qifu Bypass, Yuejin Primary School and No. 17 Middle School. The dust and engine roar brought by construction machinery special vehicles passing by have seriously affected the students' study and life and posed a huge hidden danger to the children's personal safety,” Wang Yonggang, deputy captain of the Longsha Urban Management Brigade, told the reporter.
A vehicle owner said, “This street is a ‘gathering place’ for large construction machinery special vehicles. Some of us have been soliciting work on this road for more than ten years. We also need to make a living. Now that we are asked to move away, we are afraid that employers will not be able to find us and we will lose business.” In response, Liu Qian, director of the Longsha District Urban Management Bureau and captain of the Urban Management Brigade, introduced that the Longsha District Urban Management Bureau, the Municipal Road and Bridge Vehicle Toll Management Office and the Longsha District Traffic Police Brigade will jointly increase persuasion efforts for construction machinery special vehicle owners who are taking a wait-and-see attitude, gradually guide them into the parking lot and carry out standardized management. “While solving the various adverse effects caused by construction machinery special vehicles operating by occupying roads, the survival problems of the owners must not be ignored. We will enforce the law in a humane way, combining both relief and blockage.”
