Promoting industrial cluster development. Relying on two leading backbone enterprises, Caterpillar (Qingzhou) Co., Ltd. and Jinxing Construction Machinery Hydraulic Parts Co., Ltd., at least 6 supporting enterprises will be introduced within the year, aiming to build a 50-billion-yuan construction machinery industrial cluster and a 20-billion-yuan hydraulic parts industrial cluster by 2017.

        Strengthening brand building. Relying on the provincial-level hydraulic construction machinery production base, the construction machinery industry association is encouraged to take the lead in establishing a construction machinery innovation strategic alliance and build a construction machinery trademark brand base. Currently, the SEM brand loaders produced by Caterpillar (Qingzhou) Co., Ltd. have been rated as China Top Brand products, and the Jinxing brand hydraulic gear pumps produced by the Jinxing Construction Machinery Hydraulic Parts Factory have been rated as Shandong Famous Brand products.

        Accelerating enterprise transformation and upgrading. Implementing the transformation and upgrading plan for construction machinery and hydraulic parts enterprises, establishing and improving quality management systems, measurement management systems and standardization systems, and selecting the first batch of 10 enterprises including Yatai Machinery and Weichai Hydraulics for key cultivation and full support.

        Enhancing the carrying capacity of industrial parks. Accelerating the construction of the Caterpillar Industrial Park and the Naoshan Economic Development Zone, improving infrastructure such as roads, electricity, water supply, gas, greening and sewage discharge within the parks, and providing platform guarantees for project settlement.

        Increasing service and support. Formulating medium- and long-term plans for investment promotion in the industrial chain of construction machinery auto parts production and complete vehicle assembly, and construction machinery equipment manufacturing, implementing proactive service, frontline service, door-to-door service and follow-up service, with plans to coordinate and handle approval procedures for 216 key projects of 210 enterprises within the year.
