Yesterday, the 12th session of the 14th Standing Committee of the Beijing Municipal People's Congress was held. Zhang Jiandong, director of the Beijing Municipal Development and Reform Commission, delivered the 'Report on the Implementation of Beijing's 2014 National Economic and Social Development Plan for the First Half of the Year', elaborating on several important aspects related to Beijing's future development, including industrial structure adjustment, population control, and Beijing-Tianjin-Hebei integration. According to the report, in the first half of the year, Beijing halted 213 polluting enterprises, completing 71% of the annual industrial adjustment task.

1. Population Control

Will Guide Population Distribution in the Beijing-Tianjin-Hebei Region

While reporting on the implementation of the national economic and social development plan for the first half of this year, Zhang Jiandong stated that the city will control population size with the greatest determination and greater efforts.

At the same time, the city will also improve population information statistics, strengthen the collection and registration of basic information on floating populations and rental housing, intensify law enforcement against illegal construction, and advance legislation related to residence permits. On this basis, it will strictly control large-scale public construction projects in the central urban area, strictly restrict the new construction and expansion of large service facilities such as medical, administrative office, and commercial facilities in the central urban area, and focus on promoting population dispersal through functional dispersal and industrial adjustment.

Zhang Jiandong mentioned that population control will be strengthened in the second half of the year. Dynamic monitoring of population data and information integration will be enhanced, and an analysis and consultation system for population size control will be improved. Population layout will be guided toward optimization, with reasonable population distribution guided within the Beijing-Tianjin-Hebei region.

2. Resource Allocation

High-Quality Resources to Be Transferred to Suburban New Towns

Zhang Jiandong also mentioned the need to advance the three-year action plan for the construction of primary and secondary schools, ensuring completion of the task of building 200 primary and secondary schools and adding 160,000 school seats over three years. Through methods such as famous schools establishing branch campuses, group-based schooling, and school district management, the sharing of high-quality educational resources will be promoted.

Construction of projects such as the relocation and reconstruction of Beijing Tiantan Hospital and the expansion of Beijing Tongren Hospital in the Economic-Technological Development Area will be accelerated. The first phase of Tsinghua Changgung Hospital and Peking University International Hospital will be put into use. The second phase of regional medical centers in Tongzhou, Changping, Fangshan, and other areas will be advanced, further improving the medical service level of new towns and newly built large communities. In addition, strong support will be given to the construction of the Tongzhou sub-center and key new towns, and high-quality resources will be actively guided to transfer in an orderly manner to suburban new towns.

3. Industrial Structure Adjustment

Eliminate 'Three Highs' Industries On Site

According to the report, in the first half of the year, the city studied and formulated the 'Catalogue of Industries Prohibited and Restricted in Beijing's Newly Added Industries (2014 Edition)', under which approval or registration procedures will not be handled for industry categories covered by the catalogue, strictly controlling access for newly added industries. Existing industries will be adjusted steadily and orderly, with a batch eliminated on site, achieving the suspension and exit of 213 polluting enterprises and completing 71% of the annual task.

Regarding this year's plan, Zhang Jiandong mentioned that non-capital core functions will be adjusted and dispersed, and industrial upgrading will be promoted in a coordinated manner. The 'Catalogue of Industries Prohibited and Restricted in Beijing's Newly Added Industries (2014 Edition)' will be issued and implemented, publicity and guidance will be strengthened, and incremental growth will be strictly controlled. High-energy-consumption, high-water-consumption, and high-pollution industries will be eliminated on site, and the overall withdrawal of key industrial pollution industries will be advanced in an orderly manner. The reporter learned that this new edition of the catalogue will be released to the public soon.

4. Beijing-Tianjin-Hebei Integration

Pilot Cooperation with Hebei in Running Hospitals

In developing Beijing-Tianjin-Hebei integration, Zhang Jiandong mentioned that the first step is to accelerate the construction of an integrated transportation system for the Beijing-Tianjin-Hebei region, clarify the timetable for the construction of key expressways, formulate specific plans for opening up a batch of 'dead-end roads' and 'bottleneck roads', and start construction of projects such as the Beijing-Shenyang Passenger Dedicated Line and the Beijing-Taipei Expressway within the year. Transportation infrastructure connectivity will be promoted, and the Beijing section of the Beijing-Kunming Expressway will be opened to traffic and construction will start within the year.

In addition, the joint construction of key strategic cooperation functional zones will be accelerated, using the Shougang Caofeidian Park, the New Airport Airport Economic Cooperation Zone, the Tianjin Binhai Zhongguancun Science and Technology Park, and the Zhang-Cheng Ecological Economic Zone as breakthrough points to promote coordinated regional development. At the same time, joint construction and sharing of public service resources will be carried out well, supporting the pilot cooperation between Chaoyang Hospital and Hebei Yanda Hospital in running a hospital, and supporting other hospitals in the city in providing technical support for certain specialties in surrounding areas.
