Recently, the State Council officially released the "Planning Outline for the Construction of a Social Credit System (2014-2020)," which sets a clear timetable for the development of China's credit system. A relevant official from the National Development and Reform Commission (NDRC) stated that government departments at all levels should also deepen the application of credit information and credit products in market regulation and public services, and offer certain incentives to honest and trustworthy individuals and market entities, including priority processing, simplified procedures, and green channels.

According to the NDRC, the annual economic losses caused by the lack of integrity among Chinese enterprises exceed 600 billion yuan. Therefore, the country is currently promoting the establishment of a unified social credit code system. According to the State Council's arrangements, the Ministry of Public Security will take the lead in proposing a unified citizen code scheme based on ID card numbers, while the NDRC and relevant departments are studying and formulating a unified code scheme for legal persons and other organizations.

At present, the 12th National People's Congress has included credit legislation in its planning. Meanwhile, the People's Bank of China, in coordination with the Legislative Affairs Office, has formulated the "Regulations on the Administration of the Credit Reporting Industry," which has been promulgated and implemented by the State Council. Various departments and regions have successively formulated a number of departmental and local regulations and rules. Under the framework of the inter-ministerial joint conference on the social credit system, a credit information co-construction and sharing mechanism involving 25 departments has been established.

Accordingly, the "Report" believes that the important position of the real estate industry in the entire national economy has not changed. Because of the huge amount of capital and labor it absorbs and its bearing on the vital interests of the public—especially as the financial attributes of the real estate industry have become increasingly prominent in recent years—real estate enterprises fulfilling their social responsibilities and abiding by the principle of integrity play a greatly positive role in the stable operation and orderly development of the economy and in consumers' living and working in peace and contentment.

"Previously, the real estate industry was in a period of rapid growth. Like the coal mining and steel industries, speculative behavior was relatively serious. Many real estate enterprises took the pursuit of profit as their sole goal and lacked long-term development plans, thus neglecting credit development. At present, China's peak birth period has passed, the proportion of the population aged 16-59 is continuously declining, and the profits of the real estate industry will also decline accordingly. Therefore, amid intensifying competition, corporate credit becomes particularly important," Wang Jicheng, a researcher at the Enterprise Research Institute of the Development Research Center of the State Council, told reporters. The key to establishing a credit mechanism for the whole society lies in cultivating habits among enterprises and individuals. A "little red flower system" should be implemented throughout society: good credit earns points, while dishonesty loses points, so that the corresponding punitive consequences are directly borne.

Wang Jicheng believes that, influenced by traditional culture, China has been too moderate and tolerant toward dishonest behavior, so that many enterprises and individuals do not attach importance to integrity and the fulfillment of social responsibilities, and even repeatedly break trust. "In this regard, we should learn from Singapore's social correction system, increase the cost of dishonesty, and impose severe penalties for corresponding behavior."

The research project "Evaluation Index System for Social Responsibility of Chinese Real Estate Enterprises," hosted by China Construction News and academically supported by the Policy Research Center of the Ministry of Housing and Urban-Rural Development, the Housing Industrialization Promotion Center of the Ministry of Housing and Urban-Rural Development, and Renmin University of China, evaluates the fulfillment of social responsibilities by real estate enterprises, thereby giving play to the media's supervisory and driving role in promoting real estate enterprises to raise their awareness of integrity, fulfill social responsibilities, and standardize business behavior.

It is reported that the 2014 fourth "China Responsible Real Estate TOP 100" promotion campaign has been launched again. On the basis of the successful holding of the previous three campaigns and the continuous improvement of the evaluation system, the campaign will rely on the 6 major dimensions and 60 sub-indicators of the "Evaluation Index System for Social Responsibility of Chinese Real Estate Enterprises" to once again comprehensively investigate the annual fulfillment of social responsibilities by Chinese real estate enterprises, while placing greater emphasis on research into corporate citizenship awareness and the efficiency of social responsibility practices.
