Recently, CCTV's news channel exposed the illegal construction of the "Qinling No. 1 Golf Course" in Zhashui County, Shaanxi Province, a national-level impoverished county. In April last year, CCTV's "Economy Half-Hour" had already exposed the construction of this golf course in Zhashui, Shaanxi, under the signboard of "Panlong Botanical Garden." After two exposés, the golf course is still operating briskly.
When reporters visited the Zhashui County Development and Reform Bureau, Land and Resources Bureau, Forestry Bureau, and Water Affairs Bureau, the staff passed the buck to one another, saying at one moment that the golf project had been ordered to stop, and at another that it was impossible for a "botanical garden" to have a golf course built on it. When reporters pressed further, the staff all said they were not clear about the matter and that the leaders were not in.
Villagers of Mafangzi Village in Qianyou Town, whose land was expropriated, said that the government had tricked them into signing under the pretext of land surveying and, without the villagers' consent, sold the land to Shaanxi Wuzhou Mining Co., Ltd. After the land expropriation, the "botanical garden" that was supposed to be built became a golf course.
It is reported that to enter the golf course one must first apply for a card, with multi-use cards priced at 50,000 and 80,000 yuan, and lifetime memberships at 400,000 and 1 million yuan. The luxury of the course is staggering. On several trees at the course hang signs reading "Botanical Garden," which was precisely the pretext for the government's land expropriation.
In fact, as early as April 2013, CCTV's "Economy Half-Hour" had already reported that Zhashui County, Shaanxi Province, was building a golf course under the signboard of "Panlong Botanical Garden." At that time, the Zhashui County Development and Reform Bureau explained that "Panlong Botanical Garden" was a hotel and supporting tourism project built by Shaanxi Wuzhou Mining Co., Ltd. and the Zhashui County Panlong Ecological Industrial Park, with a planned land area of 500 mu. The government staff at the time also gave the answer "not clear, the leaders are not in."
