据6月11日俄《新闻网》报道，俄政府6月7日发布政府令，将国家福利基金用于基础设施项目的投资上限由40%提高至60%，即对俄直接投资基金项目及俄原子能公司项目各拨款10%。截至2014年1月1日，俄联邦国家福利基金总额为2.9万亿卢布，因此俄对基础设施项目投资总额可达到1.74万亿卢布。2013年秋俄总统普京曾反对提高国家福利基金对基础设施项目投资比例。俄经济发展部长乌柳卡耶夫表示，除俄原子能公司以外，俄国家福利基金有可能还对俄中天然气管道项目进行融资。
