In 2009, the renovation project of the Public Security Building in the Shuozhou Development Zone, Shanxi, broke ground, with Shanxi Construction Engineering (Group) Corporation as the contractor; the bidding meeting was held only several months after construction began. In May 2013, media reported on the matter under the headline "Builder Exposes Insider Story of a District Government Project in Shanxi: Construction Started Before Bidding." One year later, on the 22nd, two audio recordings concerning the matter were exposed online, in which Wu Huiming, secretary of the Shuozhou Economic and Technological Development Zone, admitted that "there were faults in the bidding process" but hoped that "my subordinates not be implicated."
In 2009, through an introduction by Tian Liang, whom he had met at a friend's gathering, He Husheng, manager of the engineering decoration department of the Ninth Branch of Shanxi Construction Engineering (Group) Corporation, secured the renovation project of the Public Security, Fire and Traffic Police Office Building of the Shuozhou Economic and Technological Development Zone (referred to as the "Shuozhou Development Zone Public Security Building"). He Husheng revealed that construction began in early October 2009, but it was not until January 27, 2010, that the relevant parties held a make-up bidding meeting at the Zhongyuan Hotel in Shuozhou.
Afterward, the Shuozhou Economic and Technological Development Zone disbursed project funds to He Husheng's company in multiple installments. However, in October 2011, Tian Liang, holding a "proof of entrusted payment," transferred the remaining project payment of more than 2.84 million yuan to a construction and installation company in Gu County, Linfen City, Shanxi Province, and then disappeared.
On May 22, 2012, Shanxi Construction Engineering (Group) Corporation reported the case to the Economic Crime Investigation Detachment of the Shuozhou Public Security Bureau on the grounds that Tian Liang had privately carved an official seal and fraudulently obtained project funds. In June of the following year, Tian Liang was apprehended. The Economic Crime Investigation Detachment of the Shuozhou Public Security Bureau transferred the case to the Shuozhou Municipal People's Procuratorate. The procuratorial organ filed a public prosecution against Tian Liang on charges of fraud and other crimes. It is understood that the case has been heard twice and has not yet been adjudicated. The indictment of the Shuozhou Municipal People's Procuratorate pointed out that the victim of the fraud case was the Shuozhou Economic and Technological Development Zone.
He Husheng believes that Tian Liang defrauded the Shuozhou Economic and Technological Development Zone of project funds, that the development zone government should recover them from Tian Liang, and that the remaining project payment should be paid normally to Shanxi Construction Engineering (Group) Corporation. However, in June 2013, Shanxi Construction Engineering (Group) Corporation filed a lawsuit with the Shuozhou Intermediate People's Court, demanding that the development zone government and the development zone public security sub-bureau pay the remaining amount, but the court did not accept the case. What puzzled He Husheng even more was that the Shuozhou Economic Development Zone, nearly three years after being defrauded of 2.84 million yuan, had still not recovered the money from Tian Liang and had never sued him.
In addition to reporting the case, filing lawsuits, and communicating and coordinating, He Husheng also reported Wu Huiming, secretary of the Shuozhou Economic and Technological Development Zone, to Shanxi disciplinary inspection authorities on the grounds of irregular bidding.
With no other recourse, He Husheng exposed two audio recordings online. One was a conversation between him and Tian Liang before construction began, in which Tian Liang said, "Why do I say give the big share to them? We brothers take a little less; next year it'll come rolling in. I'm on good terms with his younger brother." The "big share" referred to kickbacks. In the procuratorate's public prosecution case, Tian Liang also stated in court that Wu Huiming's younger brother had helped him secure the project. He Husheng believes that relevant leaders of the development zone are suspected of accepting bribes in the process of securing the project.
The other recording is a conversation between He Husheng and Wu Huiming after the fraud occurred, which He claims was recorded during a private coordination with Wu after the incident. In the recording, Wu hopes that He will not disclose the matter to the disciplinary commission or the media: "My bidding was inappropriate; I must make this clear first—it was certainly inappropriate." "I don't want to get a whole bunch of people involved. I've paid for all the projects done in my development zone, but these people are all my subordinates." "As secretary, when it comes to these people, I must protect them when I should."
Subsequently, reporters called Wu Huiming several times for verification, but there was no response. Text messages sent with interview content also received no response.
