In order to implement the national guidelines on energy conservation and environmental protection and the relevant provisions of the Tianjin Regulations on Building Energy Conservation, and in light of the city's economic development and current needs for building energy efficiency, the Technical Specification for Energy-Saving Testing of Building Envelope Structures of Civil Buildings in Tianjin (DB/T 29-88-2014), revised under the organization of our commission by Tianjin Jianke Building Energy-Saving and Environmental Testing Co., Ltd., the Tianjin Construction Engineering Quality Testing and Experiment Industry Association, and other units, will be implemented in the city as of June 1, 2014.

　　The specification adjusts the testing items for the performance of energy-saving insulation systems, adds the types of insulation materials and the technical requirements for fire barrier belt systems, and clarifies the testing items and testing methods for the main materials used in energy-saving projects for building envelope structures. The specification is of great significance to the construction of building energy-saving projects and the assurance of engineering quality in the city.
