China Railway Corporation held a teleconference on April 30 to once again adjust this year's railway fixed asset investment plan. After the adjustment, total railway investment this year will reach over 800 billion yuan. This is already the third upward adjustment of the railway investment plan within less than four months this year.
A news release on the official website of China Railway Corporation on April 30 showed that the State Council decided to further intensify railway construction, continue advancing reform of the railway investment and financing system, absorb social investment from multiple sources, appropriately expand the scale of railway fixed asset investment, increase the mileage of newly commissioned lines, and add new projects.
Data shows that at the full-system work conference in early 2014, China Railway Corporation arranged fixed asset investment of 630 billion yuan for 2014, which was later adjusted upward to 700 billion yuan for the first time; on April 8, Sheng Guangzu, general manager of China Railway Corporation, announced that railway fixed asset investment would be increased again from 700 billion yuan to 720 billion yuan.
Media reports said that China Railway Corporation also particularly emphasized that this year's railway fixed asset investment should not fear exceeding or overshooting, and the full-year investment plan must be ensured to be completed.
The report, citing people close to China Railway Corporation, said that there are still eight months from now to the end of the year, and China Railway Corporation does not rule out further adjustments to the plan in the future. The total fixed asset investment of China Railway Corporation in 2014 is expected to exceed the 2010 peak of 842.652 billion yuan and hit a record high.
In addition, China Railway Corporation also made four other decisions at the same time: the number of projects to start construction will be increased from the previous 44 to 48, and then to 64; newly demonstrated projects may also start construction within the year when conditions are ripe; the lines newly put into operation this year must ensure reaching more than 7,000 kilometers; and the equipment investment amount in 2014 will be increased from 120 billion yuan to more than 143 billion yuan.
From April 28 to 29, 2014, Vice Premier Ma Kai chaired a railway construction work conference for some regions in Xi'an and put forward four ensures for railway construction work: first, ensure the smooth implementation of projects under construction; second, ensure that a batch of new projects start construction; third, ensure that a batch of new lines are put into operation; and fourth, ensure project quality and safety.
