According to the Beijing Railway Administration: on March 29, groundbreaking for the Fenghuangling Tunnel within Hebei Province marked the official start of construction on the Hebei section of the Beijing-Shenyang Railway Passenger Dedicated Line (hereinafter referred to as the Beijing-Shenyang PDL).

　　The Beijing-Shenyang PDL is an important component of the main framework of the "four vertical and four horizontal" passenger dedicated lines in the Medium- and Long-Term Railway Network Plan, and is a major project in the railway "Twelfth Five-Year" Plan. The line starts from Xinghuo Station in the Beijing railway hub, passes through Chengde City in Hebei Province and the cities of Chaoyang and Fuxin in Liaoning Province, and then connects to Shenyang Station in the Shenyang railway hub. It has a total length of 709 kilometers and a total construction period of 5 years, and is designed and built to a standard of 350 kilometers per hour.

　　The Hebei section of the Beijing-Shenyang PDL is 191.6 kilometers long and has a total of 5 stations: Xinglong West, Anjiang, Chengde South, Chengde County North, and Pingquan North. The Fenghuangling Tunnel is located between Chengde County North Station and Pingquan North Station and is a key project of the Beijing-Shenyang PDL. The tunnel is a single-tube double-track tunnel with a total length of 9,841 meters. It uses large-scale mechanized construction, and the main works are expected to take 36 months to complete.

　　After the Beijing-Shenyang PDL is completed and opened to traffic, the train travel time between Beijing and Shenyang can be reduced to about 2 hours and 30 minutes, forming a rapid passenger transport network from Northeast China to all parts of the country, shortening the space-time distance between major cities in Northeast China and between them and all regions of the country, meeting the growing demand for passenger transport, and improving the passenger and freight transport capacity of the railway corridor in and out of the Shanhai Pass. It is of great significance for promoting the urbanization process along the line and accelerating regional economic and social development.
