In recent years, municipal public utility and other departments in Qingdao, Shandong Province, have responded to the sharp increase in construction waste generated by various construction projects and the increasingly serious problems of illegal dumping, overloading, spillage, and unlicensed transport during construction waste transport by introducing a comprehensive policy package. They have implemented franchise authorization for construction waste transport, organized enclosed retrofitting of transport vehicles, issued guidance prices for transport costs, carried out source-level rectification, joint law enforcement, and established a digital monitoring platform to comprehensively strengthen urban construction waste transport management, achieving positive results.
Implementing Franchise Authorization for Construction Waste Transport
Qingdao is the first city in Shandong Province to implement franchise management for construction waste transport vehicles. According to regulations, all vehicles engaged in construction waste transport must undergo enclosed retrofitting, and enterprises must obtain franchise qualifications before they may engage in construction waste transport operations. Since 2012, the Qingdao Municipal Public Utility Bureau has identified and authorized 41 transport enterprises with a total of 631 transport vehicles. At the same time, it applied for municipal financial subsidies for the first batch of enclosed retrofitted vehicles, totaling 3.18 million yuan, which strongly advanced the vehicle retrofitting process.
To ensure the franchise policy is fully implemented, the Municipal Public Utility Bureau, together with the Municipal Urban Management Enforcement Bureau, the Municipal Public Security Bureau, and two other departments, conducts routine supervision and inspection of whether transport enterprises carry out transport operations in accordance with regulations and whether transport vehicles comply with traffic laws and regulations. Supervision and inspection information is incorporated into a points-based management system. Enterprises whose points fall short of the requirements of the Franchise Agreement or whose violations are serious shall have their franchise rights revoked.
Implementing "Bundled Bidding" for Construction Waste Transport and Construction
To curb subcontracting at every level from the source, the Qingdao Municipal Public Utility Bureau, together with the Municipal Urban-Rural Construction Commission, issued the Notice on Incorporating Construction Waste Transport into Construction Bidding Management, requiring that for housing demolition projects, housing construction earthwork excavation projects, and municipal projects involving earthwork export within the urban area, the project tendering unit shall specify the total amount of construction waste generated in the tender announcement and sign a waste transport cooperation agreement with a unit holding construction waste transport franchise rights before participating in construction bidding. The municipal construction project bidding management department will strictly supervise and check implementation; projects that fail to comply with the notice requirements shall not enter the bidding procedure. Issuing Guidance Prices for Construction Waste Transport Costs to eliminate the phenomenon of carrying more and driving faster due to low freight rates and to protect the interests of franchised transport enterprises, in the second half of 2012, the Qingdao Municipal Public Utility Bureau, together with the Municipal Price Bureau, conducted in-depth research and calculated guidance prices for construction waste transport costs based on labor, fuel, price levels, and other factors, and jointly issued and implemented them with the Municipal Urban-Rural Construction Commission. At present, the guidance prices for urban construction waste transport costs are: within 10 kilometers, 23.03 yuan per cubic meter; beyond 10 kilometers, an additional 0.95 yuan for each additional kilometer. The issuance of guidance prices for transport costs has played a positive role in guiding the construction waste transport market.
Strengthening Technological Support and Social Supervision
First, since October 2012, the Qingdao Municipal Public Utility Bureau, together with the Municipal Construction Engineering Management Bureau, has installed high-definition video surveillance cameras at the entrances and exits of more than 40 key construction sites in the urban area, implementing 24-hour monitoring of vehicles entering and leaving the sites to promptly detect and handle illegal and non-compliant vehicles. To date, 96 video cases have been transferred for handling, and a number of responsible units in violation have been penalized. Second, a reporting hotline has been publicized to society, with dedicated personnel on 24-hour duty to promptly receive and handle citizens' reports of illegal acts at construction site sources and by transport vehicles, and material rewards are given to verified and effective reporters. Since the hotline was established in February this year, 53 citizen reports have been received and 9 have been verified and handled, achieving "rapid response and effective handling."
  Exploring a Multi-Department Linkage Mechanism
To change the previous situation of too many management departments and buck-passing among departments, since June 2012, the Qingdao Municipal Government has specially established the Municipal Construction Waste Transport Management Special Rectification Action Office, drawing 35 law enforcement personnel from departments including municipal public utilities, public security traffic police, urban management enforcement, urban-rural construction, and transport, to work together in a centralized office with unified scheduling and joint law enforcement. In September 2012, Shinan, Shibei, Licang, and Laoshan Districts also respectively established district-level special rectification action offices for transport management, achieving urban-district linkage and territorial management, and realizing a new breakthrough in the construction waste transport supervision system.
Since March this year, the city has inspected 510 construction sites of various types and handled 55 non-compliant sites; inspected 2,159 vehicle trips and handled 431 non-compliant vehicle trips. The city's road traffic order for trucks has markedly improved, with the number of road traffic accidents involving freight vehicles and the number of deaths decreasing by 27.39% and 31.14% year-on-year, respectively.
