　　In 2014, the overall approach of the work of the Department of Project Quality and Safety Supervision is guided by the spirit of the Third Plenary Session of the 18th CPC Central Committee and the Central Urbanization Work Conference, and in accordance with the deployment of the National Housing and Urban-Rural Development Work Conference, with deepened reform as the driving force, technological progress as the support, and improving project quality and achieving safe development as the goal, to improve institutional construction, strengthen the implementation of responsibilities, intensify supervision, law enforcement inspections and special governance, and promote the steady improvement of the national project quality and safety level.

 

　　Reform and improve laws and regulations, build a long-term mechanism for scientific development. First, continue to research and draft the "Regulations on the Administration of Seismic Resistance of Construction Projects." Second, issue the departmental regulation "Regulations on the Safety Management of Principal Persons in Charge, Project Managers and Full-time Safety Production Management Personnel of Construction Enterprises," revise the "Measures for the Administration of Construction Project Quality Testing," and draft the "Measures for the Safety Management of Sub-divisional and sub-item projects with relatively high risks." Third, formulate and revise normative documents such as the "Regulations on the Supervision and Administration of Construction Safety," the "Opinions on Further Strengthening the Quality Management of Survey and Design of Construction Projects," the "Measures for the Administration of Construction Methods of Engineering Projects," the "Regulations on the Administration of Standard Design of Engineering Construction," the "Interim Measures for the Administration of Acceptance of Urban Rail Transit Construction Projects," and the "Measures for the Administration of Emergency Plans for Quality and Safety Accidents in Urban Rail Transit Construction Projects."

 

　　Strengthen supervision in key areas, promote steady improvement of project quality. First, establish and improve the lifetime project quality responsibility system, further clarify the lifetime quality responsibilities of all participating responsible entities and personnel, and fully implement the permanent plaque system for buildings. Second, improve the project quality testing management system, further clarify the positioning of testing institutions, and strengthen supervision of the behavior of testing institutions and testing personnel. Third, comprehensively promote special governance of common quality problems in residential projects, launch demonstration project creation activities for special governance, and implement the model-leading approach. Fourth, organize and carry out national construction project quality supervision and law enforcement inspections focusing on affordable housing projects under construction and public buildings, and urge all localities to strictly implement engineering construction laws, regulations and mandatory standards. Fifth, convene the National Construction Project Quality and Safety Management Work Conference to research and deploy the next stage of project quality and safety supervision work in the spirit of reform and innovation. Sixth, strictly implement the system of investigation, handling, notification and exposure of project quality accidents and quality problems.

 

　　Advance innovation in supervision mechanisms, enhance the level of construction safety management. First, focus on carrying out special rectification of construction hoisting machinery and formwork supports, and actively explore the "integrated" management model for hoisting machinery and formwork supports. Second, implement differentiated supervision and increase supervision and inspection of key regions, enterprises and projects. Third, establish a standardized evaluation system for construction safety production, and strengthen the implementation of corporate main responsibilities. Fourth, establish an assessment and management system for construction safety supervision institutions and personnel, and further standardize construction safety supervision behavior. Fifth, build a unified national construction safety supervision information platform and promote the informatization of construction safety supervision. Sixth, strictly implement the system of supervision, notification and handling of accidents, urge housing and urban-rural development authorities in all localities to conscientiously carry out accident investigation and handling, and pursue the responsibilities of enterprises and personnel responsible for accidents in accordance with the law.

 

　　Strengthen risk prevention and control and special governance, ensure the quality and safety of rail transit projects. First, improve the whole-process risk management system for urban rail transit project construction, improve and innovate quality and safety risk prevention and control mechanisms, and guide the development of specialized risk management consulting services. Second, organize and carry out special governance of quality problems focusing on project waterproofing, structures, and equipment installation and commissioning, and urge all localities to strengthen the investigation and governance of hidden dangers in enclosure structures, formwork supports, etc. Third, implement classified guidance, focusing on inspections of cities newly constructing rail transit projects and cities with prominent problems. Fourth, organize the compilation of technical key points and operation guidelines for quality and safety control of urban rail transit projects, and support all localities in carrying out quality and safety training for frontline operators. Fifth, give full play to the technical support role of experts, increase technical support and policy guidance for all localities, and do a good job in the re-election of the expert committee.

 

　　Strengthen technical guidance and innovation, enhance technical support capacity for quality and safety. First, carry out special governance of the quality of survey and design of construction projects, and organize national special inspections of survey and design quality. Publicize and implement the "Measures for the Administration of Review of Construction Drawing Design Documents of Housing Construction and Municipal Infrastructure Projects," and improve the construction drawing review information system. Second, formulate guiding opinions on promoting the application of BIM technology and guiding opinions on proprietary technologies for survey and design. Research and formulate an outline for the development of construction industry modernization, and promote the transformation of the industry development model. Third, formulate guiding opinions on improving the level of architectural design, and technical guidelines for urban design and architectural schematic design. Fourth, explore and study key issues for improving the level of survey and design under the new situation, such as quotas for civil building design cycles and labor quotas, green building construction drawing review, engineering design changes, and on-site service management. Fifth, carry out the selection of the eighth batch of national engineering survey and design masters and related awards, leading the technological progress of the industry.

 

　　Strengthen seismic management of projects, improve earthquake disaster prevention and emergency response capabilities. First, improve the technical standard system for earthquake disaster prevention, compile quality control key points for seismic survey and design of housing construction projects, establish a unified national information platform for out-of-code review, and strengthen out-of-code review management. Second, promote the application of seismic isolation and energy dissipation technologies, and improve the corresponding management systems for design, construction, testing, acceptance and maintenance. Third, formulate technical key points for the review of urban earthquake disaster prevention plans, technical guidelines for the evaluation of urban disaster prevention communities, and technical key points for special demonstration of disaster prevention and fortification of municipal public underground projects. Fourth, promote all localities to gradually carry out seismic performance surveys, seismic appraisal and reinforcement of existing buildings. Fifth, formulate management measures for expert teams for post-earthquake emergency assessment of buildings, compile emergency assessment manuals, and organize technical training. Carry out research on the system of earthquake damage investigation of construction projects.
