After the Regulations take effect on April 1, muck and spoil transport will be "tied" to weather conditions; once a Level I heavy pollution warning is issued, transport must be suspended.
Have you ever had experiences like these: dust rising constantly from construction sites around your residential compound, roads occupied by construction sites making it hard to get to work, or water, electricity, or even gas being cut off at home for no apparent reason... All these problems actually stem from the "rough" construction practices of construction projects.
Recently, the Hangzhou Construction Project Civilized Construction Management Regulations were reviewed and approved by the municipal government. Starting April 1 this year, these uncivilized construction practices will be banned one by one. Violators will not only be ordered to make corrections within a specified time limit, but those with serious circumstances will also be fined.
Failure to set up temporary passages in accordance with requirements may result in a fine of up to 30,000 yuan
Municipal infrastructure projects inevitably occupy roads and affect passing traffic. The Regulations stipulate that the construction unit of a municipal infrastructure project shall prepare a traffic organization plan. If vehicle traffic needs to be restricted or traffic control implemented, it shall report to the traffic management department of the public security organ for approval in accordance with the law, and set up traffic signs, markings, and traffic guidance facilities in accordance with traffic facility specifications.
For temporary passages set up during the construction of municipal infrastructure projects, the construction unit shall harden the temporary passages with asphalt, concrete, etc., set up warning signs and standard traffic facilities, ensure adequate lighting at night, and keep the road surface smooth and drainage unobstructed.
To prevent construction sites from affecting the surrounding environment, enclosures shall be set up at the construction sites of building construction projects, municipal infrastructure projects, urban greening projects, building (structure) demolition projects, and land reserve and consolidation projects. Enclosures located within urban areas should also be beautified, for example, by installing lighting measures on top of enclosures along the sides of major and secondary urban roads.
Except for land reserve and consolidation projects, enclosures at construction sites less than 5 meters from noise-sensitive buildings shall have noise-reduction functions.
When construction requires water, electricity, or gas shutdowns that may affect the work and life of units and residents in surrounding areas, approval shall be reported to the relevant competent administrative departments in accordance with the law, and advance notice shall be given. If construction causes sudden water, electricity, or gas shutdowns, the construction unit shall immediately report to the relevant administrative management department and take remedial measures at the same time.
Among the above acts, construction units that fail to set up temporary passages in accordance with requirements will be fined between 5,000 and 30,000 yuan; those that fail to set up enclosures in accordance with regulations will be fined between 2,000 and 10,000 yuan.
Level I heavy air pollution warning: all earthwork and stonework operations to stop
In addition to noise, construction dust is often a major factor in triggering public complaints.
The Regulations stipulate that construction sites shall be regularly cleaned, sprayed, or treated with dust-covering agents. If building materials are prone to generating dust, they shall be sprayed or covered. For building material processing that generates dust, a dedicated material processing area shall be set up, and measures shall be taken to prevent dust pollution. Temporarily stockpiled earth at construction sites shall also be covered.
Burning construction waste, domestic waste, and other substances that generate toxic or harmful gases is strictly prohibited at construction sites. When a construction site is located within an urban area, fuels with serious pollution such as bituminous coal and wood/bamboo materials shall not be used; for building construction projects, dust nets (cloth) shall also be installed around buildings below the third floor.
The Regulations also specifically stipulate that when the weather forecast predicts wind speeds above Level 5 or a Level II heavy air pollution warning is issued, demolition of buildings (structures) and operations such as land leveling, soil replacement, and screening of original soil shall not be carried out, and dust-reduction measures such as spraying and covering shall be taken at construction sites; when a Level I heavy air pollution warning is issued, all earthwork and stonework operations and muck transport shall be stopped, and exposed sites shall be kept moist.
Construction units that fail to take dust prevention measures in accordance with regulations will be fined between 2,000 and 10,000 yuan; those that illegally burn substances generating toxic or harmful gases or use fuels with serious pollution will be fined between 200 and 2,000 yuan.
