The Vietnamese Ministry of Construction has decided that, starting from January 15, 2013, state-funded construction projects or higher-tier urban areas must use 100% unfired building materials. Construction projects in other areas must use at least 50% unfired materials. After 2015, this proportion will reach 100%.

At the same time, all large construction projects, whether state-funded or privately owned, must use at least 30% new materials from January 15, 2013 to the end of 2015. After 2015, the amount of unfired materials must account for at least 50% of the total materials.
Designer Linh believes that if investors still cannot see the benefits brought by green environmentally friendly materials, then it is currently difficult to persuade them to use lightweight materials. In other words, people still lack confidence in green environmentally friendly materials. The only thing they can see is that if they use the new materials, they will have to pay higher costs.
In fact, certain types of lightweight materials have already been used in some projects. For example, offices use gypsum walls. However, green environmentally friendly materials are still not used on a large scale in Vietnam at present.
The government has approved a national plan for the development of unfired materials, under which 30-40% of fired clay bricks will be replaced before 2020, thereby helping to reduce emissions from traditional brick kilns.
In Ho Chi Minh City, the city authorities have assigned the Ministry of Construction to draft a development plan for unfired building materials.
In the document, the Ho Chi Minh City authorities stated that traditional kilns in brick production have been stopped. Some brick companies have been required to relocate to other areas.
