Unable to go home, unable to live in their houses, engineering machinery blocking doors is too extreme, harming others without benefiting oneself, and those blocked have no way to voice their grievances.
In Harbin, two heavy cranes sealed off unit doors, making it difficult for over a hundred homebuyers to move in.
The houses are built, the keys are in hand, so why can't they move in? The homebuyers say: "Come to Youyuan Community, and you'll understand at a glance."
At 11 a.m. on February 12, the reporter arrived at No. 100 Xingfu Road, Xiangfang District, Harbin, and saw that the high-rise residential building in Youyuan Community had become a "focus" on Xingfu Road. Everyone passing by couldn't help but take a second look. Because parked in front of the building were two huge monsters—two heavy cranes.
On the busy Xingfu Road, the two cranes stood out particularly. Although they did not occupy the driving lane, they completely blocked the sidewalk, forcing pedestrians to detour.
Despite being in the way, the cranes were not parked in front of the building for nothing. The reporter only saw upon closer inspection that these two cranes were sealing off the entrance doors for the homebuyers.
The high-rise in Youyuan Community has two unit doors, and each unit door is blocked by an iron frame. If you want to move the iron frame to enter the building—no way! The support legs extending from the sides of the two cranes firmly "stepped" on the iron frames, one vehicle blocking one unit. Unless the vehicles are moved, forget about moving in; you can't even open the unit door.
At the end of 2013, the eager homebuyers finally received good news: the developer notified them that they could complete the move-in procedures on November 2. Excited homebuyers rushed to the developer's office that day, and many paid all fees including water, electricity, heating, and property management fees, and successfully received their keys.
But just as they got the keys, the doors were sealed off. On November 3, the homebuyers found two excavators blocking the unit doors, and the locks on the unit doors had been changed, making it impossible to enter the new homes. A few days later, the excavators were replaced by large cranes, and the cranes plus iron frames completely blocked the doors.
The cranes blocking the doors were sent by the construction contractor, the Municipal Third Construction Engineering Company, because they believed that Yixin had owed them project payments, so they used cranes to block the doors and prevent move-ins. In short, the seller and the builder fell out over money, but the ones suffering are us ordinary people who bought the apartments!
Residents of the community have been troubled for years, with illegally parked engineering vehicles lining up at the entrance
Last December, media reported that the No. 9 bus stop sign at the intersection of Xihuan Road and Luming Road in Yancheng City, Jiangsu Province, was damaged and leaning to one side. On February 13, the reporter came to the road section again and saw that the sign had been straightened but had been moved. Several large engineering vehicles were parked in front of the sign, even extending to the nearby Jindayang Garden, obstructing residents' travel and affecting pedestrians' access to the bus.
The repaired No. 9 bus stop sign stands next to the green belt. The trainee reporter pushed it and found it indeed very sturdy. "The No. 9 bus stop sign was originally on the roadside, but because this section of Luming Road will be widened in the future, it was moved inward." Staff from the Operations Department of the Municipal Bus Company told the reporter that they had repaired and straightened the No. 9 bus stop sign, and to avoid further damage and facilitate future road expansion, it was moved next to the green belt.
Standing under the sign, a row of engineering vehicles was parked in front: tow trucks, cranes, and dump trucks, lined up from west to east, blocking the bus stop sign. About 40 meters east of the sign is the main entrance of Jindayang Garden community. This community, which opened in 2007, has been troubled in recent years by engineering vehicles parked outside the main entrance.
"Look at that white crane, it just drove up." Security guard Liu, on duty at the entrance of Jindayang Garden, said he had been working there for over a year and saw many engineering vehicles parked on both sides of Luming Road every day. "Although the Jindayang City Plaza is being built south of the community, these vehicles definitely didn't come from the nearby construction site." Liu guessed that these vehicles were engineering vehicles taking private jobs; they go out when there is business and stay parked here when there isn't.
A homeowner who declined to be named told the reporter that she bought the house in Jindayang two or three years ago and only recently started decorating, but every time she walks to the community entrance, she finds the row of engineering vehicles really "an eyesore."
Excavator has problems, communication failed, dump truck blocks door to seek resolution
On September 23, 2013, in front of the main gate of a machinery company on Yangzhou Road in Changchun Economic and Technological Development Zone, a dump truck drove up. However, the truck did not enter the yard but stopped horizontally right against the gate, staying there all day and blocking the way for passing vehicles. "If the problem is not solved, I will keep doing this!" said Mr. Liu, the person blocking the gate.
The person blocking the gate, surnamed Liu, was a customer who had come to buy an excavator. In March 2012, he had purchased an excavator from them through a loan. Around April or May this year, he approached them, saying the excavator's tracks were worn. They believed that according to the warranty regulations, it fell under repair scope, but he wanted to replace the parts directly, which the manufacturer did not agree to. Although they had been actively coordinating and the two sides had communicated many times, no agreement was reached due to significant differences.
"Blocking the gate is just to solve the problem!" Mr. Liu said that the excavator had problems in several places, and it was no longer something that could be fixed by repair. He wanted to replace parts. Although the equipment was still in use, he did not dare to use it for too long, and it had already affected his work, so he resorted to blocking the gate.
Construction crew denied passage, uses excavator to block community gate
Mr. Zhang, who lives in the Forest Story Community near Tangbaguan in Guiyang, went downstairs around 8 a.m. on January 3, 2014, as usual, to drive to work. Unexpectedly, before he reached the exit, he found a long line of cars ahead with no movement for a long time. Zhang went forward to check and found that the vehicle entrance and exit of the community gate were blocked by an excavator, leaving only a small gap that barely allowed small cars to pass slowly. It took several minutes for one car to get through, and because it was the morning rush hour, traffic was jammed.
"From last December to now, this is already the second time." Zhang said that a similar situation had occurred last December, and the excavator was only moved after coordination by relevant departments.
The property management staff of the community told the reporter that the developer of the community needed to carry out construction at a site next to the community, but there was no nearby road for construction vehicles to reach the site directly, except through the road in the community. Therefore, the construction team's excavators wanted to use this road in the community for passage, but the homeowners and the homeowners' committee did not agree. The two sides had negotiated several times without success, and then the excavators blocked the community gate.
