The Ice and Snow World at Dawangshan Tourist Resort in Changsha Dahexi Pilot Zone broke ground on December 24 last year. The project covers a land area of 130,000 square meters with a building area of 120,000 square meters, and will become the world's largest ice and snow theme park upon completion. Since December 2013, 17 key projects have successively started construction in Dahexi Pilot Zone, meaning all 53 government-invested projects in the Pilot Zone for 2013 have begun construction, with cumulative investment reaching 13 billion yuan.

 

　　"Missing one project may mean missing an opportunity; missing an opportunity may mean falling behind for a period." With this philosophy, the Party Working Committee and Management Committee of the Pilot Zone have focused on project construction, establishing a coordination and scheduling mechanism for project construction in which the top Party and government leaders take overall responsibility, the Project Construction Department coordinates overall, and all departments participate fully, going to the project frontline and construction sites to solve problems in project construction. Zhao Wenbin, member of the Standing Committee of the Changsha Municipal Party Committee and secretary of the Party Working Committee and director of the Management Committee of the Pilot Zone, schedules specific projects daily, coordinates overall every ten days, and reviews and schedules monthly. For the new projects determined at the beginning of the year, the Pilot Zone Management Committee has established ledgers and implemented a problem-clearing system in areas such as land acquisition and demolition, land use, and administrative approval, clearing one item each time a problem is solved; in the second half of last year alone, more than 80 problems were solved in just over five months.

 

　　In response to the lengthy procedures and time lags in the preliminary work of project construction, the Pilot Zone Management Committee began implementing a new round of administrative streamlining and power delegation in November last year, adopting tiered approval, which further accelerated approval speed by more than 30%. Driven by a series of speed-up measures, the 17 projects started in December 2013 involved a total investment of 4 billion yuan.
