The reporter recently learned from the Shanxi Provincial Department of Housing and Urban-Rural Development that in 2014, Shanxi will invest 43 billion yuan in the construction, operation, and management of urban infrastructure to improve comprehensive carrying capacity.

 

　　This year, Shanxi will plan and construct a batch of high-standard urban roads, accelerate the micro-circulation transformation of old urban areas, road network connections, and the construction of bicycle and pedestrian facilities. The province will build 600 kilometers of new urban roads and renovate 300 kilometers, achieving a per capita road area of 12.4 square meters to effectively alleviate urban traffic congestion.

 

　　At the same time, Shanxi will focus on accelerating the construction of new pipelines and the renovation of old ones. In terms of water supply, while improving water quality, 600 kilometers of new urban water supply pipelines will be built and 300 kilometers renovated. For gas, 1,000 kilometers of new urban gas pipelines will be built and 600 kilometers of old pipelines renovated, adding 12 counties with access to piped gas. The urban areas of Xinzhou, Lüliang, Jinzhong, and Linfen will fully complete the replacement of artificial gas with coalbed methane and natural gas, and all 22 cities in the province will achieve full coverage of urban coalbed methane and natural gas. For heating, 800 kilometers of new centralized heating pipelines will be built and 400 kilometers of old pipelines renovated, adding 40 million square meters of centralized heating area.

 

　　In addition, Shanxi will build 600 kilometers of new supporting pipelines for urban sewage treatment and complete the upgrading and renovation of 10 urban sewage treatment plants in Shuozhou, Changzhi, and Fanshi, Yushe, Yuxian, Houma, Xinjiang, etc. Within the year, construction will start on 6 waste treatment plants in Yangquan, Tianzhen, Shilou, Wenxi, etc., and 12 domestic waste harmless treatment plants will be completed in Zuoyun, Shenchi, Fenyang, Wuxiang, Fushan, Jishan, etc.

 

　　Promote the transformation of urban management law enforcement from "emphasizing punishment" to "emphasizing service". Starting with solving dust pollution on urban roads and eliminating sanitary dead corners, expand the area of mechanized sweeping and water washing of urban roads. The mechanized operation rate of urban road cleaning in the province will increase by 2 percentage points to 43%.
