It is reported that since last year, Rongcheng District, in conjunction with the construction of a new socialist countryside, has raised funds through multiple channels, focused on mobilizing and guiding the public and enthusiastic people from all sectors of society to pool funds and contribute labor, and actively advanced the construction of people's livelihood water conservancy projects, including the emergency project of the Xianqiao embankment section of the Rongjiang Great Enclosure Standard Upgrading Project, the drinking water safety project for teachers and students of rural schools in Rongcheng District, the rural pond and river dredging and improvement project in the Ziyun area of Meiyun Subdistrict, the Xianqiao River improvement project, and the Xianqiao Central Ditch improvement project. It has also mobilized all administrative villages across the district to dredge and clear the inland rivers and drainage pipes within their jurisdictions, thoroughly solving the problem of waterlogging and achieving the goal of "smooth rivers, clear water, and green banks."

　　Since the onset of autumn and winter, the water conservancy department of Rongcheng District has seized the golden period for winter water conservancy construction, invested more manpower, material resources, and financial resources, and adopted a "countdown" approach and implemented reward and punishment measures. Water conservancy construction projects in each administrative village are given priority for inclusion in the higher-level "one matter, one discussion" funding subsidy program. For projects with an investment exceeding 1 million yuan, the Rongcheng District Government additionally grants a reward of 50,000 yuan to accelerate project construction progress.

　　At present, the district invests more than 1,600 person-times of labor, 38 excavators, and 52 transport vehicles daily, and the construction sites are bustling with activity. As of early December last year, 5 kilometers of new embankment sections had been completed and 4 culvert sluices rebuilt; the drinking water safety project for teachers and students of rural schools in Rongcheng District had passed completion acceptance; the rural pond and river dredging and improvement project in the Ziyun area of Meiyun Subdistrict, Rongcheng District, and the Xianqiao Central Ditch improvement project had entered the final stage; the Xianqiao River improvement project had completed demolition and construction bidding and was preparing to start; 61 water-damaged water conservancy facilities had been repaired; 148 field irrigation and drainage channels with a total length of 73 kilometers had been improved; and 76 inland rivers in administrative villages with a total length of 92 kilometers had been dredged and cleared. A total of 265,000 cubic meters of earthwork, 112,000 cubic meters of stonework, and 26,000 cubic meters of concrete had been completed. The total investment amounted to 128 million yuan.
