Construction Bidding Announcement for the Rural Road Dangerous Bridge Reinforcement and Reconstruction Livelihood Project (Guishu Bridge) in Xuanzhou District (xz2014-005)

1. Bidding Conditions

This bidding project: Xuanzhou District Rural Road Dangerous Bridge Reinforcement and Reconstruction Livelihood Project (Guishu Bridge) has been approved for construction by the Anhui Provincial Department of Transport. The project owner is Xuanzhou District Highway Management Office, and the construction funds come from the central and provincial special subsidy funds for rural road dangerous bridge reconstruction + district financial special matching funds. The bidder is Xuanzhou District Highway Management Office. The project has met the bidding conditions, and public bidding is now conducted for the construction of the project.

2. Project Overview and Bidding Scope

2.1 Guishu Bridge is located in Zhuqiao Township, Xuanzhou District. The bridge length is 16.04 meters, and the bridge deck width is 8.5 meters. The substructure adopts column-type abutments and pile foundations (bored cast-in-place piles), and the superstructure adopts 1 × 10m prestressed reinforced concrete hollow slabs.

2.2 The planned construction period is 120 calendar days.

2.3 The scope of this bidding: demolition and reconstruction, including foundations, piers, bridge deck, and other ancillary facilities (see construction drawings and bill of quantities for details).

2.4 This bidding is for 1 bid section.

2.5 The quality standard is qualified.

2.6 The maximum bidding control price will be announced 5 days before bid opening (bidders shall obtain it by logging onto the Xuanzhou District Bidding Website of Xuancheng City at http://www.ahxzztb.com).

3. Bidder Qualification Requirements

3.1 Bidders for this bidding must have a Grade III or above qualification for general contracting of highway engineering or municipal public works construction (the scope of projects contracted by the bidder's qualification must include bridge engineering).

3.2 The project manager for this bidding must have the qualification of a Grade II or above registered constructor in highway engineering or municipal public works engineering.

3.3 Consortium bidding is not accepted for this project.

3.4 Affiliated enterprises with investment and shareholding relationships, or parent and subsidiary companies with direct management and managed relationships, or subsidiaries of the same parent company, or two or more legal persons with the same legal representative shall not bid for the same bid section simultaneously; otherwise, all bids will be treated as invalid.

4. Acquisition of Bidding Documents

4.1 All interested bidders shall download the bidding documents from the bidding document download section of the Xuancheng City Xuanzhou District Bidding Website (www.ahxzztb.com);

4.2 The bidding documents are priced at 500 yuan per set, payable before bid opening, and non-refundable after sale. During post-qualification review, the payment voucher for the bidding documents will be checked. If the bidding document fee has not been paid, the bid documents will be rejected.

5. Bid Security and Integrity Security

5.1 The bid security and integrity security for this project are RMB 60,000 yuan in total. The payment time shall be as specified in the bidding documents;

5.2 Bidders shall remit or transfer the bid security and integrity security (totaling RMB 60,000 yuan) from the bidder's basic account (not from branch company or personal accounts) by wire transfer or bank transfer to the account of Xuancheng City Xuanzhou District Bidding Center. 6. Submission of Bid Documents

6.1 The bidder will not organize a site survey meeting or a bid preparation meeting.

6.2 The deadline for submission of bid documents (bid closing time, the same below) shall be as specified in the bidding documents. The location is the Bid Opening Hall on the fifth floor of Xuancheng City Xuanzhou District Bidding Center, No. 302 Meixi Road, Xuancheng City, Anhui Province.

7.3 The bidder will not accept bid documents that are delivered late or not delivered to the designated location.

7. Payment Method for Project Funds (Progress Payments)

7.1 Interim measurement payment of 60%.

7.2 After completion acceptance, payment up to 80% of the completed work volume.

7.3 After final account audit, payment up to 95% of the total project cost determined in the audit report.

7.4 The remaining balance will be paid off after the defect liability period expires.
